Drama unfolds in Assembly after two NC legislators are suspended for rest of session
NC decides to boycott session

SRINAGAR, Oct 6: The third day of the autumn session of the legislature turned out to be most dramatic as four legislators of National Conference were suspended for rest of the session by Assembly speaker Kavinder Gupta and legislative council chairman Haji Anayat Ali. The suspended MLAs of National Conference are MLA Pahalgam Altaf Ahmad Wani (Kaloo) and MLA Homeshalibugh Abdul Majeed Bhat (Larmi). At the same time National Conference council members Ali Mohammad Dar and Showkat Hussain Ganie were suspended for the rest of the autumn session.
In the meantime, National Conference has decided to boycott the rest of session in protest against the suspension of its four legislators from Assembly and council. This morning as the Assembly started its business the National Conference and Congress legislators stood up near their chairs and wanted to know about the respective adjournment motions moved by them. While NC had moved adjournment motion for discussion on Article 35-A the Congress members had moved the adjournment motion for discussion on regularization of daily wagers in various departments and National Youth Corps (NYC) volunteers. While legislators of both the National Conference and Congress created uproar the speaker asked Ali Mohammad Sagar to speak. Sagar accused the Government of muzzling the voice of opposition and said that opposition members are not being allowed to raise their voice. He said that Chief Minister Mufti Mohammad Sayeed had issued directions to speaker not to allow the opposition to raise issues of public importance in the house.
Sagar said that Peoples Democratic Party (PDP) used to get space and ample time to discuss as well as deliberate on issues while they were in opposition. He said that his party wants to have discussion on Article 35-A since the Article strengthens the Article 370 granting special status to Jammu & Kashmir.
MLA Khan Sahib Hakim Mohammad Yasin also chipped in and made the demand for taking up the adjournment motion so that discussion is held on Article 35-A. The demand for discussion was also raised by MLA Kulgam Mohammad Yusuf Tarigami. Congress legislator from Inderwal Ghulam Mohammad Saroori said that his party had moved an adjournment motion seeking discussion on regularization of daily wagers in different departments and NYC volunteers.
The speaker intervened in the matter and said the adjournment motion over protection of Article 35-A has been rejected. He said since the matter is pending in Supreme Court it cannot be discussed in the State Assembly. The speaker while referring to the adjournment motion of Congress legislators said that there is no need to suspend the question hour on the regularization issue and same can be discussed later on by the house.
Legislators of NC and Congress took the reply of the speaker with a pinch of salt and wanted immediate suspension of the question hour. Legislators like Altaf Ahmad Wani, Sheikh Ishfaq Jabbar, Abdul Majeed Bhat, Ghulam Mohammad Saroori, Mohammad Amin Bhat, Chaudhary Akram, Mumtaz Ahmad Khan, Aijaz Ahmad Khan, Gulzar Ahmad Wani, Usman Abdul Majeed and Engineer Abdul Rashid reached the well of house and carried out strong protests. Engineer Rashid was demanding for a discussion on the ban of sale of beef in the state.
However, during the melee the question hour was going on with some of the Ministers giving reply to the questions raised by the legislators of PDP and BJP. Altaf Wani and Abdul Majeed could be seen stopping the Ministers in giving reply and at times they tried to switch the mikes kept in front of the Ministers. At one point of time Altaf entered into a verbal duel with BJP MLA Ravinder Raina.
While the pandemonium was going on Law and Parliamentary Affairs Minister Syed Basharat Ahmad Bukhari stood up and said that even if the issue of Article 35-A is sub-judice the Government is still ready to discuss it provided the opposition members go back to their respective chairs and allow the smooth conduct of question hour. He pointed towards Sagar and said that since Sagar has been Law and Parliamentary Affairs Minister he should know that any matter which is sub-judice cannot be discussed in the Assembly.
NC and Congress legislators sat on dharna for some time in the well of the house and raised slogans against the Government. Engineer Rashid could be seen pointing towards Chief Minister and sought his intervention in the entire matter. Mufti could be seen smiling without uttering a single word.
The NC and Congress legislators were joined by Sagar, Mubarak Gul, Mohammad Akbar Lone, Devinder Singh Rana, Shameema Firdous, Agha Ruhullah and Abdul Rashid Dar in their protest. NC working President and MLA Beerwah Omar Abdullah could be seen glued to his seat. As the protest was going on Altaf Wani reached the table in front of the speaker and tried to snatch the mike of the speaker. He was joined by Larmi and he too created uproar near the speaker's podium. Lone could also be seen advancing towards the podium of speaker but he did not snatch the speaker's mike.
On this the speaker ordered the marshals to evict Altaf Wani and Larmi from the house. Both the legislators were later on suspended for rest of the session by the speaker. At the same time the question hour was conducted and it was for the first time that the entire question hour was conducted.
