Jammu, Oct 8: In a PIL highlighting the withdrawal of security guards on December 31, 2014 from the residences of retired high court judges, a high court division bench of Justice Hasnain Massodi and Justice B S Walia today directed the state to file a comprehensive report. After hearing the two sides, the bench observed that while the petition voices concern about withdrawal of security from the houses of retired high court judges, the counsel for the respondents was on January 2, 2015 directed to file a comprehensive reply, indicating therein the policy of the state and criteria to make assessment of threat perception. The order remains to be complied with till date, though two weeks time was given to the respondents to comply with the order on July 1, 2015. Upon this, the bench directed that the AAG, appearing for the respondents, shall file a comprehensive report in terms of January 2, 2015 order by the next date of hearing. In default, it would be presumed that the report is not being filed in as much as the security is reviewed arbitrarily in absence of policy guidelines. (JNF) |
