NC,Congress emulating Congress role in Lok Sabha
10/9/2015 12:17:47 AM
Normally when Legislative Assembly members of a political party announce they would be boycotting the remaining session of the state Assembly, they come out of the House and remain absent during the time the Assembly is in session. But what the NC members of the Assembly and the Legislative council in Jammu and Kashmir did the other day indicated that the opposition party members were emulating the Congress party that has not allowed the BJP led NDA Government in the centre to complete parliamentary proceedings during the last monsoon session of the Lok Sabha. The opposition Congress managed to garner support from other parties, that profess faith in secularism, which helped the Congress to force the speaker to keep on adjourning the Lok Sabha with the result not even 10 per cent of the business could be completed.Important bills, pertaining to Land Acquisition and the other on GST remained an unfinished agenda. Many members were peeved over the way the Congress and other opposition members disrupted the proceedings of the Lok Sabha which did not allow even the question hour to be completed satisfactorily thereby denying the right of some members to seek clarification from the Government of various issues they had raised in the House.
The same strategy is being adopted by the Congress in Jammu and Kashmir. Having lost it opportunity for sharing power, which it had been doing since 2002,its leaders seem to have grown sik of sitting in the opposition. This is exactly what the Congress in the centre has been experiencing as it lost power after 10 years. Hence it has decided toregister its presence and relevance by disrupting the proceedings of the Lok Sabha which it has done during the previous monsoon session of Parliament and it may do so in the future also. The way the state unit of the Congress is functioning as an irresponsible opposition party has started earning peoples' anger. People want the Assembly to function so that important decisions, which have direct or in direct impact on the lives of people, were taken by the Assembly. Disruptions and repeated walkouts seldom allow the proceedings in the House to be completed. Congress members on Wednesday staged walk out from the state assembly to protest against not allowing a discussion on flood relief, border shelling and daily wagers. The members demanded a discussion on the said issues and remained in the house for some time after the proceedings started. However, when speaker did not pay any heed to their demand they walked out of the house. That the Congress members were not as much perturbed over the speakers' way of ignoring their pleas as much they were disturbed over the suspension of four NC members, two from the Assembly and the remaining two from the Legislative Council. The Congress wanted to convey to the NC,with which it had shared power for six years, that they were allies in distress. On an appeal from Chief Minister, Mufti Mohd. Sayeed, and two other members, M.Y.Tarigami and Hakim Mohd. Yasin, the speaker revoked the suspension of two NC members. Still the National Confer ence members imposed a precondition for their participation in the proceedings of the Assembly if the Chairman of the Legislative Council too revoked the suspension of two council members. And the Council chairman too obliged and revoked their suspension. It is time for the National Confer ence and the st ate unit of the Congress to allow the Assembly nd council to function. Already four days have been lost in din and ruckus raised by the opposition on filmsy ground.Hardly three days are left for the session to end and it is mandatory for the NC and the Congress to allow the Government to complete pending business which can have some positive impact on the economy and political besides the security scenario in Jammu and Kashmir. By disrupting proceedings of the council and the Assembly the Congress and the NC leaders are wrong if they believe that such disruptions can result in the fall of the Government. When the BP and the PDP waited for six years let the NC and the Congress too show patience till the fate of the BJP and the PDP is decided in the next Assembly election.
