Modi sanctions three more AIIMS
BJP Govt shows thumb to Jammu

JAMMU, Oct 8: The Narendra Modi Government on Wednesday showed thumb to the already ignored and politically marginalized people of Jammu - people with whose support the BJP came into power in J&K for the first and the last time. It cleared proposals to set up three new All India Institutes of Medical Sciences at Nagpur in Maharashtra, Manglagiri in Andhra Pradesh and Kalyani in West Bengal under the Pradhan Mantri Swasthya Suraksha Yojna (PMSSY) at a cost of Rs 4,949 crore.
However, the Government statement did not mention about the proposed AIIMS in Jammu, which was announced by the Union Health Ministry on July 30 in the wake of a widespread agitation in the State. The Union Health Ministry in its letter said that it had asked the State Government to identify alternate pieces of land both in Jammu and Srinagar for the purpose. However, nothing seems to have been done in this regard. The State Government on Wednesday did tell the Legislative Assembly that the Union Government had asked it to identify alternate pieces of land both in Jammu and Kashmir and that's all. "The Central Government has asked the Jammu & Kashmir Government to identify land measuring about 200 acres each in Srinagar and Jammu for establishing All India Institute of Medical Sciences (AIIMS) in the two capitals of the State," said the Jammu & Kashmir Government in a written reply to Aijaz Ahmad Mir (PDP) in the State Assembly. It didn't say that the Government had identified the land.
It is pertinent to mention here that Union Finance Minister Arun Jaitley had on February 28 announced AIIMS for Jammu while delivering his second budget speech in the Lok Sabha. Minister of State in the Prime Minister's Office, who hails from Jammu, had the same day thanked Jaitley for his announcement and also asserted at Kathua that the "AIIMS was always meant for Jammu". He had made this statement after BJP leader and Deputy Chief Minister Nirmal Singh declared in Jammu on April 24 that "no power on earth can snatch AIIMS from Kashmir" and "it will not be established in Jammu". On April 24, the people of Jammu region observed a complete shutdown against the shifting of the sanctioned AIIMS from Jammu to Kashmir.
Following the announcement of the PDP-BJP agenda of alliance on March 1 that the premier healthcare facility will be set up in the Valley, people of Jammu region organized a massive agitation, which was also coupled with three bandhs on an unprecedented scale on April 24, May 27 and July 31-August 5, two massive candle light protest marches and one huge Lalkar Rally.
Earlier, BJP leader and Deputy Chief Minister Nirmal Singh and other BJP leaders had played foul with certain members of the AIIMS Coordination Committee (ACC) by giving a false written commitment that they would obtain from the Union Government an appropriate order for the establishment of AIIMS in Jammu.
The people of Jammu region brought things to a standstill for days together under the banner of the AIIMS Coordination Committee led by the J&K High Court Bar Association, Jammu. Besides, the working in the courts across the region remained paralyzed for more than a month between May 21 and August 16. The ACC leadership abruptly withdrew the bandh call and called off the agitation on August 5, despite the fact that a number of founder members of the ACC, including Prof Hari Om and a number of senior lawyers had warned the ACC leadership that it would be suicidal to withdraw the agitation at a time when the people of Jammu region were only a few steps away from their goal. They had told the ACC leadership at the helm that the withdrawal of the movement at that critical juncture would be considered an act of betrayal and another onslaught on the struggling people of Jammu region, who had given their unstinted support to the agitation and repeatedly condemned the BJP for its acts of betrayal. But the vested interests in the ACC hobnobbed with the "ungrateful" BJP and withdrew the movement. They refused to listen to those who wanted to continue the agitation till the time the Union Government didn't issue the required notification.
The failure of the Modi Government to announce AIIMS for Jammu has only vindicated the critics of the vested interests in the ACC and proved them right. Significantly, the man under whose leadership the people of Jammu region fought for AIIMS has not uttered a word on the issue since August 7.
Significantly, in an instant tweet, Omar wrote on the micro blogging site," Has anyone seen the formal order sanctioning the two AIIMS - one each for Jammu & Srinagar?" Omar's followers also responded instantly to the tweet and ridiculed BJP-led Government at the centre over the issue.
