Fundamentalist assault on law of the land, says Panun Kashmir
Beef Row: 'Credibility of Indian State at stake'

JAMMU, Oct 12: The developments in Kashmir over the beef issue, the manner in which the ruling coalition and the opposition parties dealt with it, the way independent MLA from Langate (Kashmir) Engineer Rashid was allowed to go scot-free after what he did at the MLA hostel in Srinagar to hurt the religious sentiments of the Hindu community and the shameful manner in which the Sangh Parivar knelt to remain in power have all evoked a very strong reaction in Jammu and other parts of the country.
The Hindu community has condemned all those who defied the laws on cow slaughtering and beef eating or those who emboldened Rashid and others of his ilk to host beef party in a Government building and challenge all the institutions, including the justice system. The National Panthers Party even gave a call for bandh in Jammu to register its protest against what happened in Kashmir between October 3 and October 10 - the call which was supported by many social and political groups, barring the Kashmir-centric and fake secular outfits such as the BJP, the RSS, the VHP, the Bajrang Dal, the National Conference and the Congress. Despite the hostile attitude the Sangh Parivar and other Kashmir-centric parties, the bandh turned out to a grand success as the people from all walks of life wanted to tell the Kashmiri leadership and the Sangh Parivar that they were quite capable of representing their view on any issue independent of any political party or formation.
However, it was the Panun Kashmir, an organization of internally-displaced Kashmiri Hindus, which on Monday came down heavily on those constitutionally bound to implement the rule of law and punish those who dare to break any law of the land. PK leaders Ajay Chrungoo and Agnishekher, who came forward to represent the view of their community, were more critical than any other party or social group. They sought to attract the attention of the authorities and the general populace to some fundamental issues and expressed the view that the manner in which the powers-that-be handled the issues of cow killing and beef eating sent a very wrong signal across the nation and eroded the very credibility of the Indian State and frightened the minorities in the State.
"The brazen defiance of law in Kashmir on the issue of implementation of the law banning sale and slaughter of bovine animals is an explosive development. It is part of the systematic campaign of eroding the authority of the State and the Constitution in Jammu and Kashmir, pushing the political class and the Government of the day to abdicate," the PK leaders said, and warned the authorities that "dithering and showing weakness in the light of growing fundamentalist assault on the law of the land and principles of co-existence will prove to be disastrous".
"The Government of India, political class across the party affiliations and the international opinion must take cognizance of the fact that the public display of killing cows in Kashmir province, then video graphing the event and circulating it on the social media as well as hosting of Beef Parties are acts akin to circulating the video tapes of killings of hostages by the Islamic State (IS). Since cow constitutes the sanctum sanctorum of the core of Hindu religious and civilizational consciousness, its slaughter and public display of the same, is an expression of a behavior as heinous as the world has witnessed about Islamic State (IS) in recent times. The merging of the fundamentalist agenda in Kashmir with that of Pan Islamic fundamentalism is glaringly evident now," Ajay Chrungoo and Agnishekhar further said, and added that "only a blind, deaf and mentally retarded or a complicit Government can ignore or trivialize such developments".
The PK leaders didn't stop just there. They put some very pertinent questions to the political class. Some of the questions which needed definite answer forthwith were: "Why is it that the entire Muslim leadership, across the spectrum, right since the days of freedom struggle, well before independence and right through to the present times, crossing critical periods of 1947, 1950, 1953, 1965, 1971, 1990, till now have never raised the issue of the law on the ban on sale and slaughter of the bovine animals in the State?" "Why is it that only now the political class in Kashmir valley is seeking the repealing of this law?" "Doesn't it signify that fundamentalization of this political class is almost complete now?"
Asking these and several other important questions of national importance, the PK leaders emphasized that the "cry for repealing of beef ban law in Kashmir is one more declaration of the rejection of co-existence in Kashmir as loud and clear as the religious cleansing of Hindus of Kashmir" and added that for the Hindus of the State protection of cow was a religious duty as well as a religious right". "It is an inalienable part of our religious freedom. We will not allow any body to trespass on this right," they declared, and added that no secular State allows regressive and anti-State forces to indulge in activities of Rashid and others of his ilk indulged in last week.
The PK leaders made a very valid point when they said that the "choice of what to eat and what not to eat is not a fundamental right" and that they were aware of the fact that "beef eating is permissible to Muslims but it is not a religious duty and their right". "Those Muslims who do not eat beef do not cease to be Muslims," they pointed out very convincingly. They were right. Islam does permit the Muslims to eat beef, but it is not their religious duty. They would not go against the tenets of Islam if they do not eat beef to respect the religious sentiments of the Hindu community, who regard cow as their Mother.
They made another valid point when they opined that the "beef ban law in the State has been an expression of a deeper secular consensus between the communities". That was the reason that "nobody in the State till three weeks ago ever thought of this law as a restriction and precisely for this reason this law survived right from the period of monarchy in the State to the present democratic times".
It is pertinent to mention here that before 1932 those slaughter cow were awarded capital punishment and in 1932 the Sections 298 A, B, C and D of the Ranbir Penal Code provided for ten years imprisonment for those found guilty of cow slaughter and sale of beef.
The PK leaders were also absolutely correct when they emphasized that it was an imperative for the Government to protect the beef ban law in the State and asked the authorities to intervene at the earliest decisively to "release the restrictions imposed by the Jehadis on dress, school and college curricula and on all forms of entertainment".
The bottom line of their whole attack was that the attack on the beef ban law in the State constituted an integral component of the Jihadi strategy and that it would be suicidal if the authorities show any expediency or weakness. Any ambivalent approach towards the jihadis will "erode the credibility of the State and its capability to defeat the separatist forces," they asserted, and appealed to the Government of India and J&K Government to rise to the occasion and establish the authority of the State so that no one dared in the future to defy any of the laws of the land.
