7 months on, Govt fails to finalize flood relief package

SRINAGAR, Oct 12: Amid tall claims about providing succor to the flood ravaged people of the State, the State dispensation continues to remain in a fix over the exact amount needed to put Jammu and Kashmir back on track.
As the present PDP- BJP coalition Government has been rejecting the Rs 44000 crore relief package submitted by the previous regime before the GoI for rebuilding flood affected State, saying such a proposal was drafted in haste and is far from the actual figures, the new Government is still indecisive about the exact amount needed for the purpose.
Sources within the Government divulged that till date there has been no approval of any certain amount from the State Finance Ministry and that the flood relief package continues to remain an unexplained figure. "We have NITI Ayog which has slashed the Rs 44000 crore package to the mere Rs 11000 crore. The Ayog is as good as the Planning Commission of India. On the other hand the World Bank has assessed the loss, claiming that the State suffered the damage of Rs 22000 crore. The Government has been claiming that the Jammu and Kashmir suffered the loss to the tune of Rs one lakh crores. The present dispensation is in a fix over the actual quantum of money needed for rehabilitating the flood affected State," one of the officials of the State Finance Department told Early Times.
Sources revealed further that the drill over the assessment of loss continues despite passing of more than a year and the new Government assuming office since past seven months. " This is strange that till date the Government is not coming with a clear answer about how much amount is needed to rebuild the devastated structures. It proves the sorry State of affairs in Jammu and Kashmir," says Hilal Beg, a flood victim.
The documents in possession of the Early Times reveal that more than 3.5 lakh structures, mostly residential houses, were damaged in the floods. 83, 044 pucca houses have been fully damaged while 96,089 such houses have suffered partial damage. Similarly, 21,162 kacha houses have been fully damaged while 54,264 such houses have been partially damaged. 99, 305 other structures including cow sheds, granaries were destroyed in the floods. The total number of structures in floods is 3, 53, 864.
43, 000 animals including 10, 050 milch animals and 33, 000 sheep and goats perished in the floods.
Crop losses have been estimated at Rs 5611 crore including Rs 4043 crore to agriculture and Rs 1568 crore losses to the horticulture sector spread over 6.516 lakh hectares of land.
Public utility infrastructure including roads, water works, irrigation, power suffered losses to the tune of Rs 3000 crore. Tourism infrastructure and Government residential colonies have suffered losses to the tune of Rs 5,000 crore.
