Jammu, Nov 2: Bleeding exchequer of university of Jammu, the ‘Debated’ Babu of the campus, superseding recommendations of a special committee constituted to consider promotion case of a blue eyed candidate, inserted his noting and extended undue monetary benefits. According to documents available with Early Times, Dr Susheel Sharma, Department of Physics and Electronics, applied for the placement in the selection Grade Lecturer under Career Advancement Scheme on October 16, 2006. He, subsequently, submitted another application for promotion to the post of Reader on December 31, 2007. “The interview was held on January 22, 2008 and on the basis of the revised application, Dr Sharma was promoted as Reader from the date of eligibility of the post”, information availed through RTI reveals. After joining as Reader, Dr Sharma submitted a representation to the University for Placement in the selection Grade Lecturer from November 1, 2006. The University on the recommendation of a special committee of senior officials consisting of Dean Academic Affairs, Registrar and Director DIQA constituted to consider promotion case, rejected the request of Dr Susheel Sharma as selection could only be considered by the selection committee. “Jai Kumar Sharma, then Special Secretary to Vice Chancellor University of Jammu, superseding the decision remarked on the not sheet that retrospective effect to Dr Sharma be granted from November 1, 2006” insiders claim. They further said that matter was referred back to the same committee and got the earlier decision changed and committee recommended that the referred period of Dr Sharma as may be counted for promotion purposes under CAS. “The decision had a mandate as an advice and was to be referred to the University Syndicate for consideration as it was a case of promotion without holding the selection committee. Jai Kumar Sharma, however, crossed all limits and inserted in his noting as SSVC that monetary benefits also be granted to Dr Sharma”, they said. They further alleged that the SSVC and Registrar misguided the Vice-Chancellor and maneuvered the financial and other promotional benefits in favour of Dr Sharma without selection or approval of the University Syndicate.
