Srinagar, Nov 24: Terming the latest status report about investigation into Elementary Teachers Training (ETT) scam as unsatisfactory, a division bench of the state High Court today directed SSPs of Srinagar and Jammu from crime branch to remain present before it on December 14. Hearing a Public Interest Litigation-Parents coordination committee Vs state, the division bench comprising Justice M H Attar and Justice A M Magrey said that status Report, filed on behalf of the Inspector General of Police crime branch, shows that the investigation is proceeding at the snail's pace. "It needs to be reminded to the authorities that effective criminal justice system guarantees peace and order in the society. When a crime is committed and is detected by the concerned agencies and thereafter action taken in accordance with law, then alone, the commission of crime can be minimized in the society," the division bench said while the latest status report filed by the crime branch as unsatisfactory. "The investigating agency shall submit its periodical reports to the SSP Kashmir and Jammu in the crime branch who will formulate a consolidated report and submit the same to the IGP Crime who will then file status report of the investigation," the court said and directed both the SSPs to remain present before it on next date of hearing on December 14. The division bench also directed a committee headed by Director School Educated Kashmir to file fortnightly report about recommendations in ensuring proper functioning of the ETT colleges in the state. "Committees are not constituted only on paper. These are to be enthused with life by making the functional and by making recommendations in the manner they are directed to do by the government or by the Court," the division bench said. "At the request of Advocate General, we refrain from making any observation about the chairman of the committee and its members. We grant further time to the (government) to effectively deal with the problems, which is posed to the committee and for which they have to find out solution," the Court said and directed the committee for file fortnightly report to the Registrar Judicial. The crime branch in one of the status reports stated owners of some ETT colleges have earned huge wealth by indulging in illegal activities. "In some of the cases, an Institute, which has admitted 127 students for undergoing Elementary Teachers Training (ETT) Course, only one candidate was found in the Institute and only one teacher was available in the institute. The students, who are being admitted in these Institutions, are mostly from outside the State of Jammu and Kashmir. Some students have been examined by the Investigating Agency and they admitted that they have not studied in the colleges/institutes where they were admitted for undergoing EIT course but attended the college only on the day of examination, where after they have been awarded certificates." |
