Srinagar, Nov 24: Following erroneous assessment of answer sheet by a Lecturer which forced an engineering student to commit suicide, the state government besides declaring him as 'deadwood' on Tuesday directed the authorities to ensure his compulsory retirement from service.
Pertinently, the negligence on the part of the Lecturer who had assessed the marks sheet of Adnan Hilal Gilkar and declared him as failed in Physics subject forced the aspiring engineering student to commit suicide.
Addressing media persons at his Qamarwari residence here, Minister for IT, Technical Education and Youth Services and Sports Imran Raza Ansari said he has directed the authorities to take disciplinary actions against the Lecturer and ensure his compulsory retirement for committing gross negligence.
"The Commissioner Secretary to government School Education shall be requested to take disciplinary action against Mushtaq Ahmad Tiploo senior Lecturer, Government Higher Secondary School Jawahar Nagar who had evaluated the answer sheet and had assessed the candidate as unsuccessful," said Ansari.
He said that the youth was declared unsuccessful after the Lecturer accessed his answer sheet and awarded total 28 marks in the said subject.
"This was deemed as a gross act of negligence on part of the officer and dereliction of duties has been prima fasciae establishment against the officer. The department of Education shall also request the School Education Department to initiate strictest possible actions against the delinquent officer," he said.
He also directed the authorities to declare the delinquent Lecturer as 'deadwood' and ensure his compulsory retirement form the services after completing the enquiry.
Ansari said after the original answer sheet was reassessed by the enquiry officer through a subject expert Adnan had had obtained 70.04 percent marks.
"After his parents applied for re-evaluation of the Physics paper Mohammad Adnan Hilal son of Hilal Ahmad a student of Kashmir Government Polytechnic passed the paper as per re-evaluation notification issued vide SBOTE No. 86 of 2015 dated 8 October obtained 48 out of 100 marks," he said adding The candidate had obtained 70.04 percent marks in aggregate after passing the Physics paper in the 1stsemester of Electrical Engineering.
He said as per the enquiry report the original answer booklet of Physics paper was also got reassessed by the enquiry officer through a subject expert on November 19 and as per the assessment Mohammad Adnan Hilal scored 50 marks out of total 100.
