Early Times Report

Jammu, Nov 24: J&K's IT department which is mandated to keep the website of all the government departments updated has its own website out-of-date , thanks to the officials who have kept it in non operational mode with a purpose. The website at present shows the details and data of the year 2011 and it is where all other information pertaining to RTIs stands halted. Sources said the concerned authorities at the helm are neither concerned nor regretful about this sort of 'obsolete' portal of RTI on the IT website which became evident recently when a social activist sought status of the application under RTI moved in October this year. When he did not find any response to the application after over a month, he approached the first appellate authority which is authorized to explain the reasons for delay, if caused in any case of RTI application, sources said. However, the RTI applicant who had sought information on the status of certain IT projects and other vital aspects of the functioning of this key department which assumes all the importance in view of Union government's assertion on making digital India programme a success. Sources said when the applicant asserted and insisted on seeking the response, the higher officials assured things would be put on track and in a functional mode after Durbar opens in the winter capital. However, even after three weeks, the RTI portal stands static at the year 2011 where it says that the department has received only 11 RTI applications. Sources said the authorities are not blissfully ignorant about this , instead this is being done purportedly to withhold information on the queries the department receives. There is not only imperfection and inadequacy with respect to little or no expertise and IT knowing staff who are at the helm of department's functioning but the department has not achieved success in any of the projects it taken up over the years, said the sources. Since the RTIs so received are seeking information with respect to these projects where the authorities have so much to hide than to reveal, apparently and conveniently the website's RTI portal stands halted at the year 2011, said the sources.
