Jammu, Nov 25: The Home Department in Civil Secretariat has virtually turned into a rehabilitation center for 'influential' police personnel, as nearly four dozen cops have been enjoying their attachment in the moving secretariat for last many years.
Sources told Early Times that the domination of these cops could be gauged from the fact that some of police personnel have been staying in Home Department in the Secretariat for the last two decades.
