Need for upgrading security grid in J&K

Disturbing security trends are being witnessed by Government agencies, security forces and the people in the Kashmir valley. What is highly disturbing is the way militants, equipped with sophisticated weapons and explosive, have been carrying out attacks. One such attack was witnessed on Wednesday when three militants, belonging to Jaish-e-Mohammad, targeted an Army camp in Tangdhar area close to the LoC in Kupwara district. During the last four to five months militants have become quite active and their number seems to have increased. In the armed attack on an Army camp four persons including three militants and a civilian were killed in a fierce gunfight that broke out between militants and army on Wednesday after a group of militants attacked an army camp in Tangdhar near the Line of Control in north Kashmir's Kupwara district. Official reports have confirmed that three militants who attacked the Army camp at Kalsuri ridge were killed. One unidentified civilian too was killed in the encounter. In the encounter a JCO was injured. Though Senior Army functionaries believe that 60 militants are active in Kupwara district but reliable reports say that their number is on a higher side after small groups of militants managed to infiltrate into north Kashmir in recent week. Reports about increased number of militants seem to be credible because groups of militants are active in south Kashmir. This is evident from the killing of three Hizbul Mujahideen militants in the recent encounter with the security forces. With growing activities of militants, peace seems to be in peril in the Kashmir valley. It may be wrong if the security agencies believe that militants face the man power and weapon crunch. This is borne by the repeated attacks on the security camps and convoys. Right from September to third week of November, militants have carried out scores of attacks on security pickets and camps in Kupwara district and got engaged in series of encounters with the security forces in which both sides suffered losses. Though more than 50 militants have been killed in these encounters during the last three months, about 20 security personnel lost their lives and in the recent encounters two senior Army officers lost their lives while fighting militants. These developments call for a review of the security system that is in place in Jammu and Kashmir, particularly on the LoC in the valley. Though militants continue to concentrate in the valley it does not mean that they have decided to keep Jammu region untouched. If reports, available with intelligence agencies, are any guide militants were trying to carve out fresh hideouts in some hilly areas of the Jammu region which includes Poonch, Rajouri, Doda and Kishtwar districts and some parts of Udhampur belt. The central and the state Governments are supposed to give a free hand to the Army, deployed on the LoC,and the BSF, guarding the IB, and the security forces posted within the civilian areas in the state. This is needed to facilitate senior functionaries of the security agencies and the Army to take decisions on the field without wasting time for receiving green signal from the Centre or the state Government. Apart from further strengthening the security grid on the LoC and on the IB there was need for upgrading the security bandobast within the state, especially within the Kashmir valley with focus on areas close to the LoC in north Kashmir and in some pockets in south Kashmir's Anantnag, Pulwama, Tral and Shopian areas where militants have carved out fresh hideouts. There was need for launching a round the clock hunt for militants and their hideouts so that weapons, ammunition and explosives, stored in these hideouts, were recovered before they could be used by the terrorists against the security forces and against the soft targets. It is mandatory on the part of the Army and the BSF to keep on foiling all ingress bids. It is proper for the coalition Government to improve its performance and stop indulging in infighting so that people realize that they have a government for which they had cast their votes.
