Cattle die as vets perform exam duty

Srinagar, Nov 26: As if the students appearing for class 10th and 12th board exams are some ailing animals that the government has this year put the veterinary doctors on exam duty.
In Kashmir, the state government has formally deployed the doctors of veterinary department on examination duty for the ongoing J&K State Board of School Education exams.
The orders in this regard have been issued by District Commissioner Budgam Mir Altaf Ahmed while the Minister for Animal Husbandry Department Sajad Lone is understood to have backed the development and plans to make it a regular affair "for dynamism in administration."
Official documents, a copy which lies with the Early Times, reveal that District Commissioner Budgam vide Order No. DDCB/S80SE/2015(regular)/II.DT: 20/10/15 has directed around 50 veterinary doctors to shun their regular duties at veterinary dispensaries and work as examiners for the board exams.
The doctors have been directed "to remain present in their respective exam centers during the examination days." "The concerned officers will monitor /supervise the process of conducting examination for 10th class and 12th class (session 2015 regular) of their respective centers and will furnish a report of their findings to the undersigned on daily basis on the subject," the orders reads.
The veterinarians said initially they were initially shocked to read the orders took it as a prank. "We thought someone had played a prank and contacted our higher ups but were shocked to learn that the orders were true," said a delegation of the affected doctors.
The doctors had instantly sent a representation to the Minister for Animal Husbandry Sajad Gani Lone and concerned senior officials of the department. The doctors said earlier this year earlier also they were put to illogical tasks and the same was being repeated. "The Doctors (Vets) are being forced to perform duties which are beyond their professional domain & mandate," the representation sent to Sajad Lone reads.
"Although the drawbacks of such a practice including suffering of veterinary services in the field have beer explained previously to him, the District Development commissioner Budgam has again directed doctors to perform duties for education department. It is earnestly prayed that your good-self may took into the matter & get the order revoked," the letter reads.
Animal Husbandry officials said they had picked up the matter with Sajad Lone. "But he is happy with such adventurous tasks being assigned to the officials of his department and says it will improve efficiency of the animal husbandry department for better milk and sheep stock production," said a senior official.
While the government defends the decision, protests have erupted in Budgam as around dozen cattle have allegedly died in the district due to absence of the veterinary doctors at their respective clinics.
"What the hell is Animal Husbandry department doing. They have put the life of our livestock at risk through this deep rooted conspiracy," the villagers said adding "veterinary clinics wear deserted look in the absence of doctors."
They blamed Sajad Lone of victimizing the livestock to set his scores with the concerned MLAs including Aga Ruhullah and Hakim Yasin who represent Budgam district.
A senior office in the Budgam administration said the orders have been issued in the interest of the administration after taking the concerned Minister into confidence. "Last time the vets had resorted to protests so this time we took the minister into confidence," the official said. Despite repeated attempts Lone could not be contacted for comments.
Meanwhile, the Jammu & Kashmir Veterinary Doctors Association, in a handout "is registering a strong protest before the District Development Commissioner Budgam, for issuing such an order with utter disregard to the professionals and without taking officers and high ups of cur department into consideration."
