MHA offers Central posting to 3 J&K IPS officers, reshuffle in police on cards

Jammu, Nov 26: With 20 officers already on Central deputation and Union Home Ministry offering postings to another three top officers in New Delhi, PDP-BJP Government has no option but to sit around again and order another tossing of police officers.
According to an order issued by the Union Home Ministry dated 1-11-2015; three top IPS officers namely Navin Aggarwal, Hemant Kumar Lohia and Rajesh Kumar have been offered Central deputation and it is now upto them to decide whether they want to avail this offer or keep serving the State in the places where they have been posted.
Of these, Navin Aggarwal is 1986 batch IPS officer and presently posted as ADGP (Trainings) Police Headquarters. He is the sixth senior most IPS officer in the State. 1992 batch IPS officer Hemant Kumar Lohia is IGP Technical Services (J&K). He is 14th in the seniority list of the IPS officers while Rajesh Kumar who was earlier IG Jammu is 1995 batch IPS officer and presently posted as Director, Sher-e-Kashmir Police Academy (SKPA).
He is 26th senior IPS officer of J&K cadre. If the sources are to be believed, these three officers are likely to accept the offer since deputation is essential for Central IAS as well as IPS officers for getting promotional benefits.
What makes accepting the offer little easier for these three officers is the fact that they have served on important positions but have been transferred frequently for reasons best known to State Government and considering their present place of postings, they are likely to prefer better positions in New Delhi.
Sources said that of these three officers, two are likely to get important assignments in IB and NIA while the third one is likely to be posted in the Home Ministry or deputed to some other important wing of Union Ministry of Home Affairs. They added that if these three officers proceed on Central deputation, the number of J&K cadre IPS officers on deputation from Jammu and Kashmir would reach 23.
They further said that earlier also, due to last minute change in the proposal, IG Mukesh Kumar preferred going to NIA than staying back in Jammu and Kashmir. It was known in all the circles then that he would be posted as IG (Jammu). But with another IPS officer Danish Rana, a local getting the preference over Mukesh Singh, the latter proceeded on Central deputation without even waiting for another month or so on the new place of posting.
His proceeding on Central deputation resulted in State Government another reshuffle in the Police Department after having carried out a reshuffle few months earlier. Same is likely to be repeated as and when these three officers or any of the three officers proceed on Central deputation which has been offered to them by the Union Home Ministry.
It needs to be mentioned here that there are 224 IPS officers. Of these 20 are already on Central deputation while three more will take the number to 23.
Those officers who are already on Central deputation include Dr. G. Gopal Reddy (1985), D.R. Doley (1986), L.T. Mohanty (1989), B. Srinivas (1990), R.R. Swain (1991), Pankaj Saxena (1992), Dr. S.D. Singh (1995), S.S. Khandare (1995), T. Namgyal (1995), Mukesh Singh (1996), M.K. Sinha (1996), Vijay Kumar (1997), S. Anand Jain (1999), S.R. Samuel (1999), S.P. Pani (2000), Saji Mohan (1995), Keshav Churasia (2003), Vidhi Birdi (2003), Atul Goel (2004) and Bhim Sen Tuti (2004). Of these officers, Dr. S.D. Singh is currently counsellor in the Indian Embassy in Sri Lanka while others are serving in various positions in Central organisations.
