Will JK Govt implement 7th Pay commission recommendations?

Srinagar, Nov 26: With the Government of India (GoI) accepting in principle the recommendations of the 7th Pay Commission for the central government employees, the Jammu and Kashmir government too has started preparing for its implementation.
With the budget session in the state legislative assembly likely to commence from January next year, all eyes would be set on the finance minister Dr Haseeb Drabu who would take the final call over the recommendations of the 7th pay commission which recommended 23 percent of hike in the gross salary of the state and central government employees.
If the recommendations are implemented next year, it would not only be a big sop for the Jammu and Kashmir employees but would also pacify the anti- incumbency wave in the state. Not less than 4.5 lakh JK government employees will be benefitted by the announcement besides sending a positive signal about the efficiency of the state dispensation towards the people. Interestingly, the incumbent Chief Minister Mufti Mohammad Sayeed is still remembered by the employees of the state for announcing the merger of 50 percent of the Dearness Allowance (DA) in their favour in 2003. The announcement at that time came as no less than a surprise for the state workers as they had not held a single protest demonstration for the same. Mufti besides being hailed by the government employees for his pro- employee stance, would be expected this time too to deliver goods on ground.
With Haseeb Drabu holding the key portfolio of State's Finance Minister, the litmus test for him this time would be tackle the burden that would be witnessed on the state exchequer by implementation of the 7th Pay Commission recommendations in Jammu and Kashmir.
Meanwhile, sources within the coalition said the early implementation of the 7th Pay Commission is being pitched across the ruling camp with the leadership of PDP advocating for it.
According to sources, the senior PDP leadership is of the opinion that Omar Abdullah led coalition witnessed the rout during the parliamentary polls of 2014 only because he exhibited inordinate delay in releasing of the pending arrears of the 6th Pay Commission besides adopting the serious stand over the enhancement of the retirement age from 58 to 60 years.
Though after the white wash during the parliamentary polls, Omar tried to douse the flames, but as per experts, it was too late at that time that it could have served any benefits. "We don't want any confrontation with the state government employees. We would rather strive to accord them what is their due right. 7th Pay Commission recommendation is one part of it. We would try to sooth the employees as much as can," says a senior PDP leader and Mufti's close aid wishing not to be named.
Pertinently, the 900-page report of the 7th central Pay Commission headed by Justice A K Mathur was presented to Finance Minister Arun Jaitley on November 19 with a recommendation that the new scales be implemented from January 1 next year.
The panel recommended a 14.27 per cent increase in basic pay, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 per cent hike which the government doubled while implementing it in 2008. The 23.55 per cent increase includes hike in allowances.
The minimum pay has been recommended to be raised to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000. For the Secretaries it has been fixed at Rs 2.25 lakh as against Rs 80,000 currently.
In a significant recommendation, the report favoured introduction of a health insurance scheme for staff and pensioners and doubling the gratuity ceiling to Rs 20 lakh.
A cell has been set up on November 20 for a period of one year, in expenditure department under Union Finance Ministry headed by a Joint Secretary level officer to study the pay commission report for implementation the report of the Seventh Pay Commission.
