Akshay Azad Early Times Report Jammu, Nov 27: The J&K Public Service Commission (JKPSC) authorities recently issued a notice, asking the aspirants, who have applied for the posts of College Assistant Professors, to furnish a certificate from the concerned universities from where they have obtained Ph.D degrees, has left many aspirants totally confused. The aspirants have termed the notice as ambiguous, as it has failed to provide all details to the aspirants for the posts of Assistant Professors. The JKPSC, on 23/11/2015, issued a notice which reads, "The candidates who have applied for the post of Assistant Professor in various disciplines in Higher Education Department on the basis of having qualified Ph.D degree are hereby advised to furnish certificate from the concerned Universities where-from they have obtained Ph.D degree". Criticizing the JKPSC authorities, an aspirant Suresh Sharma said, "The notice failed to explain, as whether those applied on the basis of NET but also have Ph.D in their credit, will also have to submit the certificate". "The JKPSC has not mentioned the place, where the certificates are to be submitted. Presently the office of JKPSC is in Jammu and aspirants from Jammu province will submit the certificate in Jammu but where the aspirants of Kashmir valley will submit their certificates, the notice is mum over this question", another aspirant said. They further said, "What is the last date of submission of the same certificate, it is also not mentioned in the notice?". He further said that the JKPSC authorities must explain in detail all these aspects but it was really sad to notice that many questions of aspirants remained unanswered, if read the notice of JKPSC. Secretary of JKPSC, Shakeel-ur-Rehman said that all the candidates, who have submitted Ph.D degrees have to submit the certificate from their concerned universities, as per the format given in the notice. He further said that the submission of notice has become compulsory as per SRO no. 124 dated, 21/4/2014, Jammu & Kashmir Higher Education (Gazette) Recruitment Rules. On being questioned about the time limit for submission of certificates, he said that the aspirants should submit the certificate as early as possible in the JKPSC office. "They may submit the certificate in a fortnight but until the certificate will not be submitted to JKPSC, their PHD will not be considered as it is mandatory as per UGC guidelines", he said.'' |
