Poll can decide if PDP-BJP combine has lost peoples' mandate

National Conference working President and former Chief Minister,Omar Abdullah,has said that the ruling coalition of PDP-BJP has lost peoples' confidence and mandate.Does any political party lose peoples' mandate without facing the electorate ? Certainly not.A party or parties win peoples' mandate or lose it depends on the support voters give to them.Hence success or failure of the party depends on the support of the electorates.This way Omar does not seem to have any political,constitutional or even moral right to claim that the PDP-BJP coalition Government has lost the confidence and mandate of people.As far as confidence of a ruling party is concerned it can be measured if it loses the confidence vote on the floor of the state legislature because in that case elected MLAs represent people of the state.When in 2008 Assembly election the National Conference bagged 28 seats and emerged as the single largest party in the Assembly allowing it to share power with the Congress by forming a coalition Government.And one could say that in 2008 the National Conference had won the mandate of people and the PDP had lost the confidence of people of Jammu and Kashmir.This way without facing the electorate it is sheer wishful thinking on the part of Omar Abdullah to claim that the PDP-BJP coalition Government has lost the confidence and mandate of people of the state.
Omar Abdullah has alleged that the state was "suffering" due to uncertainty over PDP's leadership, and the administration was in a dilemma as to who was in "real command"."On one side, Mufti Sayeed is seen working as the chief minister in Jammu and on the other (his daughter)Mehbooba Mufti is reviewing the government functioning in Srinagar as de-facto chief executive", he said. The former Jammu and Kashmir chief minister said that "uncertainty" over leadership in the PDP has "demoralised the administration" which is in a dilemma, as to who was in "actual command".. In fact Omar Abdullah has in his mind reports which have suggested that Mehbooba Mufti may replace her father as Chief Minister.Omar has in his mind another report indicating that the state unit of the BJP was unhappy over the plan of handing over power to Mehbooba Mufti.Well Omar is supposed to know that if the PDP-BJP coalition is functional it is because of the support it has received from the BJP high command.This way it depends on the BJP high command to endorse or oppose the elevation of Mehbooba Mufti as Chief Minister.If the BJP high command raises any objection to Mufti Sayeed's desire to install his daughter as Chief Minister it may result in immediate snapping of ties between the two partners in power.
It is not within the ambit of constitutional powers of National Conference to question the legitimacy of Mehbooba holding the reins of Chief Ministership because it is an internal matter of the PDP.Did Sheikh Abdullah secure party's support or nod when he installed his son Dr Farooq Abdullah has President of the National Conference in 1981 ? No.It was the decision taken by Sheikh Abdullah.Did Dr Farooq Abdullah consult senior NC leaders while handing over the mantle of Chief Ministership to his son,Omar Abdullah ? No.there was no need for Farooq to do because his decision could not have evoked any opposition or criticism.This way whether the PDP ots for Mehbooba or opposes change of guard is its internal matter. Bureaucracy does not feel demoralized whether "A" or "B" heads the Government. The job of bureaucrats is to implement the cabinet orders.Their job is to remain loyal to anyone who is in power.The 2014 Assembly election has not given the mandate to the National Conference to rule.It has supported the NC to act and work as an effective and constructive opposition party.This way it is not the job of the NC to raise imaginary fears among people and among the bureaucrats. Omar has one grievance.He has alleged that the PDP-BJP coalition Government was trying to secure credit for the development projects which the previous NC led Government had initiated.Omar should be thankful to the PDP leadership that it has not scuttled the projects which the NC led Government had taken in hand as has been happening in various states and in the centre(EOM).
