Pressure mounts on Govt to implement order
HC ruling on reservation in promotions

Jammu, Nov 30: As the J&K HC directions on reservations in promotions has stirred up reactionary response from the SC/ST and OBC category, upper caste groups have started mounting pressure on the state government to implement the court orders forthwith. This group constitutes not only the government officials and bureaucrats of all ranks but also politicians of all hues, including the ones from ruling BJP.
Sources said in order to scuttle any attempts at the political level by any party, upper caste leaders have joined together and are mounting pressure on the government to stop the policy of reservations while ordering promotions, a system that has been in place for a long time which has shrunk the possibility of granting promotions to employees/officials in the general category by a huge margin. Sources said this group has on board members of various upper caste communities working in different fields who want the HC order to be implemented without any delay or before any controversy erupts at the political level. Sources said what has lent huge strength and backing to the group is the support of leaders of various political parties belonging to the upper castes like Rajputs, Brahmins, Kshtriyas etc, who do not want the government to succumb to any pressure from politicians of SC categories. The interesting aspect in the whole scenario is that the leaders from within the ruling BJP are completely divided on the issue with one group comprising leaders from upper castes totally in favour of getting this order implemented so that the general category gets their due in the promotions and others (mainly SC category) including the legislators seeking an alternative course to be adopted by the government in the wake of the HC order in order to retain what they contend as constitutional right to weaker sections, sources said.
The bolstered tone of the group within the BJP seeking immediate implementation of HC order is being seen in the backdrop of recent statement of RSS chief Mohan Bhagwat in which stated that reservation policies need to be reviewed and revisited in the country, said the sources adding that it is this uttering which indicates that both RSS and the BJP top brass is not in favour of continuance of granting reservations in the promotions of government officials. It is for the first time the upper caste groups have come together and are asserting with full force and power over the issue and BJP leaders both within and outside the party are becoming a part of the pressure group, sources further said. It is pertinent to say that while Apex court of the country came out with the ruling in August this year asking governments to scrap the reservation policy in promotions, J&K High Court came out with order to this effect in October in which it held that there shall be no benefit of reservation in promotions in the state of J&K.
