103 vacant posts in Kishtwar puncture claims of Agri Minister

Kishtwar, Jan 1: The tall claims of Agricultural Minister with regard to making J&K State as Food surplus state by promoting Agriculture sector could easily punctured as the department in many District of the state is in shamble due to non availability of the staff which could be judged from the details available with "Early Times" with regard to the availability of the staff in Agriculture Department in Kishtwar District which shows that out of 170 sanctioned strength of the staff in Kishtwar District, only 67 are available while 103 posts are lying vacant. Out of 67 filled posts, two are for only salary drawl purpose while another one is on deputation with Economic Reconstruction Agency Jammu thus further reducing the number to 64. As per the official document available with "Early Times", majority of the posts in agriculture department in Kishtwar District are lying vacant which include the post of District Agriculture Officer (Extension). Out of 56 sanctioned posts of Junior Agriculture Extension Officers (JAEOS), only 7 are available while 49 posts are lying vacant, out of 10 GCO posts, only 2 are available while 8 posts are lying vacant, beside important posts of SMS (DL), Saffron Development Officer, Statistical Officer, Stenographer, Head Assistant, Accountant, driver, Tractor Driver, RCO, PPO, Compost Inspector are also vacant.
In addition to the above mentioned vacant posts, out of 2 sanctioned posts of SDAOs, one post is vacant, out of 5 SMS (SDL) 3 posts are vacant, out of 14 Agriculture Extension Officer 7 are vacant which 2 numbers are available only for the purpose of drawl of salaries, out of 2 Saffron Development Assistant 1 post is vacant, out of 2 research Assistant 1 post is vacant, 2 posts of agriculture Assistant Inputs/ farm manager are lying vacant, Out of 3 sanctioned posts of Soil Conservation Assistant, 2 posts are vacant, out of 17 sanction posts of Field Assistant 5 are vacant, out of 3 posts of Junior Assistant 2 posts are vacant, out of 4 Chowkidar only 2 are available and out of 18 sanctioned posts of Malies, 11 are available while 7 posts are lying vacant and one employees of the rank of Senior Assistant is presently on deputation with Economic Reconstruction Agency Jammu.
While talking to "Early Times", an employee in Agriculture Department Kishtwar on the condition of anonymity said that there is even no vehicle available with Chief Agriculture Officer added that the department took up the matter with concern minister during his recent Kishtwar visit. He said that Kishtwar District is hilly and far flung District spread over 7800 Sq Mile area which is almost half of Kashmir valley area and said that it is very difficult for the department to monitor the various schemes falling under the ambit of Agriculture department. He further said that the department is managed only with the help of ReZs who beside their own work help in day to day functioning of the department.
