Misappropriation of Govt cement by RDD Officials
Police raid BDO office, seize record

Kishtwar, Jan 17: Moving ahead with ongoing investigation into mass scale allegations of misappropriation of government cement by Rural Development Department Officials in a nexus with elected Panchayat representatives of Block Thakrie, Kishtwar police after conducting night long raids in the area scrutinized the documents of Block Development Office Thakrie in presence of a Magistrate.
As per the details available with "Early Times" during two days of searches at different places at Keshwan and its adjoining areas of block Thakrie, Kishtwar police found over a dozen of government cement bags dumped in a private house and reportedly made a detailed inventory of the cement dumped at these places.
Sources said that Police found three major dumps of cement and recovered over 500 bags and accordingly widened its probe.
The sources informed the "Early Times" that Kishtwar policemen remained deployed outside BDO Office Thakrie throughout last night to prevent RDD officials from decamping with important documents from the office in absence of concerned Block Development Officer who was in Jammu in connection with some official works before police team from Kishtwar along with a Magistrate opened the block office.
The sources said that while scrutinizing the various documents kept inside BDO Office Kishtwar, Police found that important files including contingent registers, MB books and other important documents related to the case missing.
The sources said the officials involved in misappropriation of the government cement either didn't kept the documents in office or decamped with the same before Police raided the office.
Meanwhile, in order to find the facts, this correspondent visited the area and talked to various people who hailed the efforts of Kishtwar police and appealed SSP Kishtwar to punish guilty persons involved in misappropriation of government cements, beside also they urged DC Kishtwar Ghulam Nabi Balwan and ACD Kishtwar Akther Qazi to order high level probe into the serious allegations of corruption against the RDD officials and Panchayat representatives.
The people informed that though they saw the trucks ferrying cement in the area, but they were unaware that such huge quantity of cement is being dumped in the area for misappropriation.
The villagers informed that under norms the department should have called for a general meeting of the public and had to pass the resolution regarding identification of dumping places for government cement.
They added that nothing like that was done by the department before dumping such huge quantity of cement in the area. They said that the majority of the people living in the area are poor and are totally depended on MGNREGA help and demanded stern action against guilty including imposition of ban on accused Sarpanchs and Panchs from contesting Panchayat elections.
It is pertinent to mention in its continuous drive against deep rooted corruption in the government departments, Kishtwar Police had seized several cement bags of Rural Development Department in Keshwan of Block Thakrie of Kishtwar district from a private house and registered an FIR No. 10/2016 against Congress Sarpanch Abdul Hamid Mir son of Nasrullah Mir (Sarpanch Keshwan-A), BJP's Naib Sarpanch Raj Kumar son of Mohan Lal and GRS of RDD Irshad Ahmed Mir son of Abdul Aziz Mir, all resident of Keshwan. While the name of Ward member Zaitoona Begum wife Bashir Ahmed Choudhary and VLW of RDD Irshad Ahmed, storekeeper GRS Shakir Hussain Shah son Fareed Ahmed Shah also surfaced during the course of preliminary investigation, besides the name of another Congress Sarpanch had also surfaced during the preliminary investigations conducted by SHO Police Station Kishtwar Mohammad Afzal Wani.
Meanwhile the sources informed "Early Times" that after returning from Jammu, ACD Kishtwar Akther Qazi today chaired the meeting of RDD Officials wherein he discussed various issues pertaining to the investigation of the case were discussed.
The ACD Kishtwar while issuing warning to the officials whose names have surfaced in Police investigation directed the officials to provide all the required details and cooperation to the investigating agencies including to the inquiry team constituted by DC Kishtwar to probe the matter.
As per reports, many RDD officials though tried to cover up the case, but failed in hoodwinking the Police. The accuse trapped in police net are also visiting and calling political masters for help, but are not getting any response from them as off now.
