Jammu, Jan 17: It was on the direction of Governor N N Vohra that voluntary disclosure of Security Related Expenditure (SRE) was made early last year by a few Deputy Commissioners and Police department when the state was put under Governor's rule. The Governor had taken serious note of the issue and Deputy Commissioners of Poonch , Ramban districts made the said disclosure through their official websites . As the Governor's rule ended after PDP -BJP Government took over , the new dispensation lead by Mufti Mohammad Syed was kept in dark by the babus about making SRE details public . Till date except a few DC's and DGP's office no other department has made these details public. The state has once again been put under Governors rule few days back, it is hoped that Governors secretariat will again reopen this important case and initiate action against all those DC's who failed to make these disclosures public proactively.
After the voluntary disclosure of Security Related Expenditure (SRE) in Poonch district, the Deputy Commissioner Ramban had also proactively disclosed the SRE details of district via official website with effect from 2012 to 2014.
What is SRE?
The funds under Security Related Expenditure (SRE) are constantly received by J&K Government from Ministry of Home Affairs (MHA) from the year 1990 onwards. Under SRE from 1990 till 2015 March around 7000 crores have been provided to J&K Government under Relief & Rehabilitation (RR) and expenditure on Police, but the details about the expenditure are yet to be made public by the various public authorities which includes Divisional Commissioner Kashmir / Jammu, Relief Commissioner (Migrants) , Deputy Commissioners (except DC Ramban / Poonch)
During January 2015 Governor N N Vohra had given direction to all the public authorities to make disclosure of all the security related expenditur (SRE) details . The order was issued by State's Home Department on the direction of Raj Bhavan. New Delhi based RTI activist Venkatesh Nayak associated with Commonwealth Human Rights Initiative (CHRI) had sought details of Security Related Expenditure (SRE) in Jammu & Kashmir from Union Home Ministry last year . The details revealed that more than 500 crores had been spent on SRE under various heads from 2012 onwards in Jammu & Kashmir . The money was provided to Relief Commissioner Migrants , J&K Police , General Administration Department (GAD) , Revenue Department , Divisional Commissioners of Jammu / Srinagar under various head like relief for Kashmiri migrants including cash assistance , free ration , construction of two room tenements , ex gratia relief , cash payment in lieu of appointment in Govt service , return and rehabilitation of migrants etc. As the huge money was pumped into J&K with no accountability , Venkatesh sought the intervention of J&K Governor N N Vohra and wrote to him on 19/1/2015 . Venkatesh urged upon the Governor to direct all the departments in J&K who are associated with disbursing SRE funds to make the details of beneficiaries etc proactively available as mandated under section 4 (1) (b) of J&K RTI Act 2009. Taking cognizance of Venkatesh's complaint , the Raj Bhavan had directed Principal Secretary Home to make sure the proactive disclosureof Security Related Expenditure (SRE) is made by all the departments.
Home department's communication:
Vide letter No: Home /12 / Acctts/2015/505 dated: 2/2/2015 , the Director Finance Home department informed Venkatesh Nayak that all the heads of the departments in J&K have been asked to share the details of SRE . The letter reads as " All the heads of the departments have been requested to furnish the information regarding the details of beneficiaries under SRE funds for the last three years to you and also in future upload such details on departmental website". Another letter No: Home /12/Acctts/2015 dated 2/2/2015 from Director Finance Home Department to DG Police reads as:
" I am directed to forward herewith a copy of communication GS-120(G) API/15/497 dated 24.1.2015 along with enclosures , addressed to the Principal Secretary to Government , Home Department from the Principal Secretary to Governor , J&K regarding above captioned subject (proactive disclosure of information about beneficiaries under SRE Police and R&R schemes), and request to provide the from last 3 years to the applicant besides upload the same on departmental website"
J&K Police acted on this order only after more than four months and very recently the details have been uploaded on JKP's official website. While as other departments especially office of the Relief Commissioner Migrants which is the major beneficiary of SRE funds continues to violate the orders of the Governor. In district Ramban around 10 persons have been provided relief from 2012 to 2015 under SRE and that amounts to Rs 10 approximately. The beneficiaries are mostly the victims of militancy and the next of kin of the deceased who dies during militancy related incidents.
