Blue-eyed NGOs get tenders worth several crore
CCDU zone distribution to PIAs done in hush-hush manner

Jammu, Feb 5: The distribution of several zones comprising 16 districts of Jammu and Kashmir under Communication and Capacity Development Unit (CCDU) has allegedly been done in a hush-hush manner to give benefit to some blue eyed NGO Project Implementing Agencies (PIAs), which have close allegiance to officials concerned.
Contractors, who participated in the tender process alleged that the Communication and Capacity Development Unit J&K, Water Sanitation Support Organization Department of PHE, Irrigation and Flood Control had invited expression of interest for selection of Project Implementing Agencies (PIAs) for the year 2015-16 in the month of November and last date for filing the tender was 23rd of November 2015 for nine zones comprising all 22 districts.
A total of 35 PIAs from state as well as outside the state had filed bids. "In the midnight of 27thof November, a notice was uploaded on the website of CCDU, giving details that financial bid would be opened at 11 AM on 28th, after which only five PIAs were shortlisted, the PIA members alleged.
"Five PIAs have got the tenders worth several Crores of rupees including Samba, Kathua, Jammu, Reasi, Udhampur, Poonch, Rajouri to a Jammu based NGO National Development Foundation. Leh and Kargil to SDA Jaipur, Bandipora, Ganderbal and Srinagar besides Baramula, Kupwara, Anantnag and Kulgam to two NGOs of Kashmir", the contractors said, alleging that so far the remaining 30 NGOs have not got any intimation regarding, the grounds on which their bids were rejected. They further alleged that though bids for remaining 6 districts were also invited and PIAs had given tenders but due to unknown reasons tenders of Ramban, Doda, Kishtwar and Pulwama, Shopian and Budgam were not allotted.
The contractors further alleged that the selected NGOs didn't have the experience and other formalities required in the tender documents. "One of the NGO chairman, arranged awareness programmes, few days before getting the tenders of several districts in his favour, in which the then PHE Minister Sukhnandan Choudhary was chief guest. All that was done to remain in good books of Minister and it helped the NGO to secure tenders", the contractors alleged.
Executive director of CCDU, Rajeev Malhotra said that there was complete transparency adopted in the tendering process. "The committee which had finalized the tenders comprised of more than half a dozen members, headed by Commissioner Secretary of PHE. The PIAs which had given the lowest bids were finalized in total transparent manner and remaining was rejected by the Committee", he said. He further said that those who had not got the tenders have been leveling baseless allegations. On being asked delay in informing the rejected PIAs, he said that they were going to upload the same on the official website and if someone sought any detail, he could easily get the same from CCDU office.
On being asked if Governor had also sought enquiry over the allotment of tenders, he said that someone had represented to Governor after which a report was submitted to the Governor by this office.
