JKPSC Higher Education Assistant Professor Recruitment and Interference of State Universities

The unnecessary interference of state universities regarding the eligibility of PhD candidates without NET/SET/SLET for Assistant Professor Posts will set a wrong precedent and mar the career of hundreds of deserving aspirants if JKPSC relaxes the recruitment rules at their insistence. From the last few days the news regarding the conduct of interviews by Jammu and Kashmir Public Service Commission (JKPSC) for the assistant professor posts in Higher Education Department and the related controversy surrounding the eligibility of PhD's without NET/SLET/SET has been making rounds on various information platforms. These posts were advertised back in 2013 and then re-advertised in the year 2014. From then the posts were caught in the legal row which took years to settle down when Hon'ble High court finally gave a green signal for the conduct of interview for these posts. The aspirants were upbeat that finally after the long wait of two years has come to an end and hoped the process will pick up pace soon. But as soon as the interviews of a few subjects were conducted by JKPSC as per already defined eligibility rules a deliberate attempt seemingly backed by the University of Kashmir and University of Jammu is being made to relax the rules of eligibility for a few otherwise ineligible PhD candidates of these universities.
As per the UGC regulations upheld by the Supreme court judgement of March-2015 only those PhD candidates are eligible who have registered for PhD after the enforcement of UGC Minimum Standards and Procedure(MSP)-2009 regulations by the respective universities. In light of Supreme Court decision, JKPSC made it clear not to consider any equivalence certificate issued for the candidates who have registered for PhD before the enforcement of MSP-2009 regulations by any university. For this purpose, the candidates were asked to include the date of registration of PhD and date of enforcement of MSP-2009 regulations in the certificates issued by universities. As reported by several dailies Jammu University and Kashmir University have adopted these regulations in 2010 and February 2011 respectively. Technically thus all those PhD's who have registered before 2010 in Jammu University and Feb-2011 in Kashmir university are ineligible for these posts if they have not qualified NET, SET or SLET. After sitting over the enforcement of MSP-2009 rules for nearly 1-2 years after they were made mandatory by the regulatory body (UGC) for all universities, not taking up the case of the affected research scholars with appropriate forum at the time of applying the eligibility rules for Assistant Professor posts to state of Jammu and Kashmir by means of SRO-124 J&K Dated: 21st April 2014 and keeping the scholars in dark for so long, these universities have now begun desperately to interfere in the recruitment process in one way or the other. Of course this interference of universities at this stage should not be misconstrued with the sympathy or fight for the rights of affected research scholars, as Kashmir University in particular has no better track regard in this aspect, but just to put a cover over their blunders. First these state universities issued MSP-2009 certificates without following the proper guidelines which ultimately had to be recalled thereby wasting a lot of time in this process. Now to save themselves from further embarrassment the highest authorities of these universities have now interfered to push the recruitment process to backburner probably just to see if they can tweak the established recruitment rules. Further they are also supported by the miniscule lobby among the aspirants who for some undue advantages have kept hostage the career of majority of deserving aspirants.
As the wait prolongs and JKPSC rescheduling the already notified interviews a sense of uncertainty and hopelessness has engulfed all the deserving aspirants. It is thus imperative for universities, Higher education department, JKPSC and govt. to clear all the negative perception that has been developed over the last few days and let the recruitment process take place as per rules without any further delay. The patience is running out; two years' delay has already trampled the job linked dreams of many aspirants any further wait for no justifiable reason may send wrong signals among the aspirants who have been waiting for so long. At last let the merit prevail.
