Additional charge syndrome hits governance

Srinagar, Feb 5: In Jammu and Kashmir, many bureaucrats are holding the charge of two to three departments in the state thus affecting the functioning of the government.
Government has allotted bureaucrats to additional responsibilities of holding charges two to three departments. But these Babus rarely devote any time to other departments which as per official sources has been leading to administrative crisis of the government. Many important positions are lying vacant for months and government has failed to appoint permanent heads of these departments.
The previous government, PDP-BJP had failed to end the additional charge syndrome that has now remained continue in the Governor’s Rule.
One such example is Farooq Ahmad Shah, Secretary Tourism who is also holding charge of MD Tourism Development Corporation (TDC). Official sources said Shah remains busy with the Tourism Department and touring outside states and is not devoting any time for functioning of the TDC.
"No work is being done at the TDC in absence of the permanent head of the Corporation. Files have been gathering dust as Shah has not been bothered to clear these files and he only remains busy with the Tourism Department," a senior official said. "These days he could be seen at the Gulmarg, Pahalgam with his guests and stay in Tourism Department huts at the cost of state exchequer."
Sources said the additional charge syndrome has been badly affecting the functioning of the government as these bureaucrats are not able to manage these departments.
J&K's top bureaucrat B B Vyas Financial Commissioner, Planning and Development Department is holding the additional charge of the Administrative Secretary for Information, Hospitality & Protocol, Civil Aviation and Estates Departments.
B R Sharma is holding additional charge of Principle Secretary Planning and Development department ever since he was appointed as Chief Secretary in September 2015 after Iqbal Khanday voluntarily retired from the services. Sharma is also holding the charge of Principle Secretary Ladakh Affairs Department.
IPS officer Ghulam Hassan Bhat, DIG Central Kashmir is also holding the additional charge of DIG Traffic Kashmir. Dheeraj Gupta, Principle Secretary (PDD) has also been given the additional charge of Managing Director SPDC.
There are also some autonomous bodies like J&K Water Resources Regulatory Authority which are lying defunct or officers are holding posts in these departments on adhoc basis.
Former Chief Secretary of the State, S S Kapur resigned from the post of Chairperson J&K State Water Resources Regulatory Authority on October 18 along with members Abdul Rashid Tak and Vijay Abrol. Since then the Water Resources Regulatory Authority is lying defunct. There are several other top positions where the bureaucrats have been given additional charge of two to three departments.
"It could be seen whether Governor N N Vohra will be able to end the additional charge syndrome in the state," a senior officer said.
