Implementation of FSA hits roadblock, people yet to receive ration of February
CAPD officials unsure as how much to distribute

SRINAGAR, Feb 7: Implementation of Food Security Act (FSA) has hit the first roadblock in the state since a major chunk of population of the valley has not been provided the ration for this month so far. Sources told Early Times that majority of the storekeepers of the Consumer Affairs and Public Distribution (CAPD) department are confused as to how much ration is to be provided to the people. They are yet to decide whether to provide the ration according to the old scale or to the new one in tune with the FSA.
"There is utter chaos and confusion among the officials of CAPD department. The officials entrusted with the responsibility of distributing ration are at loss as how much to distribute. No clear cut directions have reached them so far and as such the people have been left to suffer," said sources.
Governor Narendra Nath Vohra recently issued directions to the higher ups of CAPD department to ensure implementation of FSA from February 15. However, the non-distribution of rice and other ration items for this month has put a question mark on the efficacy of FSA in the state.
Pertinently the previous coalition government of Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) had decided to implement the Act from February 1. However, the demise of former chief minister Mufti Mohammad Sayeed and the subsequent ceasing of the state government stalled this whole process.
"One week of this month is already over but still then most of the people of the state are yet to receive the monthly quota of ration items. Implementation of FSA is secondary for people while as providing ration to them is the primary responsibility of the CAPD department. The people at helm should devote their attention to this so that the masses heave a sigh of relief," said sources.
Gulzar Ahmad, a city resident said that the CAPD officials posted in their area told them that since they are unsure as how much ration is to be given to people the ration cannot be distributed for the time being. Similar reports are coming from different areas of the city and the other districts as well.
"The administration led by the Governor should issue stern instructions to the CAPD department officials to distribute the ration as early as possible. This would ensure that people are not deprived of the food grains and have to pass days as well as nights with empty stomach. Hopefully the concerned officials would pull up the socks and take the corrective action," said Mushtaq Ahmad, a resident of Sanat Nagar.
