| RDD goes out of way to appease former Ministers’ kin | | | Abodh Sharma

JAMMU, Feb 7: Department of Rural Development is reportedly hatching a conspiracy to extend undue favours to an official belonging to a noted politically affluent family of Doda and a case is being prepared for his induction in the State Administrative Service (KAS) and then post him as Assistant Development Commissioner. The said official is younger brother of a former Minister in NC Government and co brother of another former Minister and a senior politician of the State.
Sources in the Civil Secretariat divulged to ET that the official was appointed as Head Quarter Assistant on 89 days contract by the Deputy Commissioner in District Rural Development Agency (DRDA) in 2005. While DRDA was a non statutory agency, not a part of the Rural Development Department, the blue eyed official was illegally appointed as incharge BDO, even though he was not an employee of the Department. Even as undue favour extended to him by appointing him as incharge BDO was being resented to within the department, another unwarranted generosity was extended to him and he was made incharge District Panchayat Officer (DPO) by an alleged illegal order of the director Rural Development Department. "DPO is a cadre post and the incumbent was in no way eligible to be appointed to it" divulged an officer of the RDD pleading anonymity. The process of extending unjustified benevolence to the official in question did not stop here and he was also made district Integrated Watershed Management (IWMP) Officer, again a cadre post.
Last year, then Rural Development Minister Abdul Haq Khan ordered the merger of District Rural Development Agency (DRDA) into the department (RDD) with effect from 2005, following which six Head Quarter Assistants including this official, who was sixth in the seniority were absorbed in the RDD. However, sources divulge that even though he falls at number six in the seniority of the six HQ assistants of DRDA now absorbed in RDD, few officers in Civil Secretariat are conniving to recommend his case for induction in KAS. "Even after their merger in RDD with effect from 2005, they could not be confirmed as BDOs before 2012 and under rules would be placed below BDO appointees of 2010; yet his case is being prepared for induction into KAS in total violation of rules and norms" informed an officer of the RDD.
Meanwhile sources also disclosed that the officer in question has been involved in large scale bungling in implementation of MNREGS in Jammu and demanded an inquiry to bring out the irregularities. |
