PHE Detptt fails to ensure online monitoring of schemes

Jammu, Feb 8: The Public Health Engineering Department, despite spending lakhs on a software for an inter control system to ensure the achievements of objectives of the rural water supply schemes, has miserably failed to put it online due to non availability of data centre in the state. Sources told Early Times that as per guidelines, it is mandatory for the concerned department to set up an internal control system to ensure that the objectives are achieved as planned under National Rural Drinking Water Programme (NRDWP).
They further said that for this purpose a Management Information system (MIS) and computerization plan was to be prepared as a part of the Annual Action Plan (AAP) under NRDWP. "Although hundreds of rural water supply schemes are being carried out across the state under National Rural Drinking Water Programme to give access to the people with clean drinking water and for its achievement, a 100 per cent financial support was provided to State Government by the Centre for developing the Management Information system (MIS) under the component support activities but on the contrary the concerned department without caring the guidelines did not make the system functional thereby no information of the achievement of the schemes is available with the department ," they informed. "Though comprehensive application software for computerization of Rural Water Supply schemes was designed and developed through M/s Price Water House Coppers, New Delhi but the same could not be put in place as the software application could not be put online due to non availability of data centre in the State," they disclosed alleging that the sheer negligence of Public Health Engineering Department is a clear indicator that central schemes are not being implemented on the ground with letter and spirit thereby depriving the rural masses to get them one of the basic amenities.
