Early Times Report

Rajouri, Feb 8: Action has been recommended under law against the employees of primary health centre (PHC), Samote, who were found absent from duty during a surprise check by the naib-tehsildar.
Following complaints by Samote inhabitants and on the directions of SDM, Kotranka, a surprise visit was made by naib-tehsildar Kursheed Tantry to the Samote PHC at about 11.30 am. There was none in the PHC except for a safaiwala, official sources said.
All the staff members, including Medical Officer (MO), senior FMPHW and pharmacist were found to be absent from duty, the sources added.
In his report submitted to the SDM, naib-tehsildar Khurshid Tantray has recommended action under rules against the absentee employees. He had also brought the matter to the notice of deputy commissioner, sources informed.
During inspection of the construction work at the PHC, the naib-tehsildar found that the contractor had used only 2600 sft space for the construction work of staff quarters against 3730.81 sq ft as approved in the site plan.
He also found that the contractor had occupied rooms on ground floor for dumping construction material.
He also contacted Bilal Mir, AD Health (planning) and informed him that the contractor had violated the approved site plan.
"The matter has been brought to my notice. During preliminary investigation it was found that due to the ongoing construction work, some staff members were attached to other health centres. As for as the violation of the approved site plan is concerned, it is a matter of investigation," Koteranka SDM Sukhpal Singh said.
Pertinently, the land for PHC was donated by a local. It has also a very narrow approach and even an ambulance can't enter the PHC complex.
When contacted, in-charge Block Medical Officer (BMO), Dr Azaz said the post of Medical Officer (MO) was lying vacant since long.
"Three doctors from Budhal Health Centre have been attending Samote PHC on rotational basis (10 days each) and the doctor on-duty was on leave on Friday. FMPHW and pharmacist should have been on duty," he added.
