Radha talks about Jammu, Ladakh but with a condition

JAMMU, Feb 8: It's both interesting and intriguing. Radha Kumar, former interlocutor for J&K, has finally recognized Jammu and Ladakh and suggested that there is the need to overcome divides in the State as well as for administrative devolution. "The political need of the hour is to build bridges between Kashmir and Jammu, through a combination of dialogue, devolution and connectivity. While Central assistance to the State includes large provisions for the latter, dialogue would need to be tackled politically and devolution administratively. There are innumerable Government reports suggesting ways to overcome the communal divides in the State, as well as for administrative devolution," she has said.
Obviously, she has referred to the Gajendragadkar Commission Report on the regional imbalances, Wazir Commission Report on new administrative units, including new districts, and Singhal Committee Report on admission to professional and technical colleges.
Her suggestion has come in the backdrop of the over a month-long deadlock in the State over Government formation. In fact, she has batted for the PDP-BJP re-alliance and also asked the BJP to put Article 370 on a back burner. Her argument is that the demand for abrogation of Article 370 or discussion on the patently communal and separatist Article 370, has further alienated Kashmir from Jammu, Ladakh and the rest of India.
"In this context, it makes eminent political sense for the coalition to restart under a new Chief Minister with a clear-cut roadmap of concrete action. The question is, what should this action comprise? There is no arguing with the proposition that Article 370 should be put on a back burner for now, given that recent demands for its rollback have only further estranged the Valley from Jammu, Ladakh and the rest of India, and provided another propaganda tool to spoilers, including those inciting militancy. But putting something on a back burner is not exactly action, indeed it is the opposite".
Hers is a strange and lop-sided argument. Strange and lop-sided because she only appreciates the separatist urges of those in Kashmir who are against the Indian Constitution, as also against the complete constitutional integration of the State with India. She has no regard for the political aspirations of the people of Jammu and Ladakh. For Jammu and Ladakh, she has in her political kitty only crumbs and some illusory concessions. She doesn't want the people of these two regions to exercise the power to legislate which is the long-standing demand of the people of these two neglected regions.
Radha Kumar has also put the ball in the BJP's court in the sense that she has asked it to accept all the pre-conditions of the PDP. "If the BJP grasps the PDP's olive branch (read pre-conditions for the formation of Government with the BJP), the coalition could agree on mechanisms to tackle each and get on with the business of Government, which is what they were elected to do".
She is the same Radha Kumar, who in October 2010 supported the Azadi slogan in Kashmir. She had expressed herself in favour of the Azadi's demand in Kashmir and had also told Kashmir University students that she and other two interlocutors will meet the BJP leadership in New Delhi and the concerned authorities in the Congress-led UPA Government to persuade them to amend the Indian Constitution to accommodate the Kashmiris' Azadi demand.
Radha Kumar, it seems, considers the people of Jammu and Ladakh fool. They are not; they understand everything, as they are politically awakened and as they have been fighting an ideological battle against the Kashmiri separatists since October 1946. She would be well-advised to keep herself aloof from the State politics. The people of Jammu and Ladakh are quite capable; they know what they want and they also know how to achieve their goal.
