PDP drafts CBMs, BJP unconcerned about Jammu

SRINAGAR, Feb 8: Ahead of the prospective dialogue with the Bharatiya Janta Party top brass over Government formation in the State, the Peoples Democratic Party has started finalizing draft of demands on Confidence Building Measures (CBMs), which the party wants to be fulfilled.
But the State chapter of BJP has miserably failed to put forth any such proposals, which could benefit Jammu region.
Highly placed sources said the PDP has got feelers from the BJP that what kind of CBMs, the former wants to be taken by the Central Government.
It's being understood that a "core group" of PDP leaders has been assigned the task of finalizing the draft of demands. Sources said senior party leaders including Muzaffar Hussain Beigh, Naeem Akhter and Nizam Ud Din Bhat are in consultation with PDP President Mehbooba over the finalization of the proposal.
"As of now the demands include immediate return of power projects like Salal and Dulhasti to the State, revocation of AFSPA from Srinagar in first phase, separate package for the flood hit people of Kashmir and job opportunities for the unemployed youth of the State," a top PDP leader told Early Times.
He said the modalities were being finalized and the same would be conveyed to the BJP at the appropriate time. As already reported by the Early Times, the BJP point man on Kashmir, Ram Madhav is expected to meet Mehbooba Mufti in the coming days to end the stalemate over Government formation. "The talks are likely to be held next week and we will put forth a clear cut list of demands," the PDP leader said.
He said if the other party agrees on the demand of CBMs, it would not take more than a few hours to form the Government.
But ironically the State chapter of the BJP has no such concerns for the people of Jammu, who voted them to power.
Leave apart any new demands, the BJP is even not in a position to seek delivery of the promises as were made to the people at the time of 2014 Assembly elections.
"There are still a lot of issues. The construction of AIIMS and IIM is still nowhere whereas other developments like upgradation of Jammu airport as an international facility is pending. Likewise other developments like construction of artificial lake are far from completion," admitted a BJP leader, adding "Basically we are helpless because the party doesn't have a strong voice in the State."
The State chapter of the BJP is being seen as a bunch of "inexperienced and power hungry politicians who want to come to power either by hook or crook." The party got exposed last year when a PDP Minister unilaterally imposed tax on the revered Mata Vaishno Devi pilgrimage. Leave apart getting the controversial orders revoked, the BJP did not even bother to formally ask to how one Minister had unilaterally taken such a decision to impose Jazia without taking the Cabinet into confidence.
The general perception is that while the PDP is all concerned about Kashmir, BJP is allegedly unconcerned about Jammu, the city neglected by successive regimes.
Pertinently after a five-hour long meeting on January 31 PDP president Mehbooba Mufti said she would continue with the coalition only if the BJP high command gave an assurance about implementing the Agenda of the Alliance in letter and spirit. She subsequently sought some tangible CBMs to be taken by the Central Government.
