SVC disposes of 2928 cases including 274 of SAC

Jammu, Feb 10: The state vigilance commission (SVC) has disposed of 2,928 cases, including 274 referred to it by the state accountability commission (SAC), in less than three years up to December 2015.
During this period, SVC received 3353 complaints, out of which 2928 complaints were disposed of while the remaining 425 were under scrutiny. This includes cases received from the state accountability commission (SAC). As per it Annual Report for 2011-12, SAC, out of 458 pending complaints, disposed of 128 complaints during one year and transferred 282 cases to SVC. However, the SVC received 286 cases from SAC and almost all of them were at the initial hearing stage.
The 2928 cases decided by the SVC include 274 cases out of 286 cases received from SAC. Only 12 of the SAC cases were pending which too were at the advanced stage of finalization. SVC, in 2015, decided 1738 complaints as compared to 972 in 2014 and 218 in 2013. The complaints received by it have also shown a steady increase from 699 in 2013 to 1168 in 2014 and 1200 in 2015.
During the period, a large number of illegalities in the functioning of various departments were detected which includes fudging of Date of Birth by employees, involvement of officers in Roshni Scam, cases of corruption in implementation of MGNREGA Scheme, PWD works, Indra Awas Yojna and Rural Development Works for which so far, 88 FIRs/PEs have been registered and Regular Departmental inquiry instituted in 219 cases.
Based on the modus-operandi adopted by various unscrupulous officials, SVC has made 18 recommendations to the government to bring transparency in the working of government offices and improve governance. These include installation of CCTVs to record the working of dealing hands for issuance of PRCs, Gun Licences, Character certificates, Category Certificates in DC Offices, RTO Offices, Treasuries, Cashiers and Accountant in Engineering Departments/Offices, BDO Offices, Lakhanpur and Lower Munda Check Posts, fixed Traffic Check points, Police Stations, Commercial Taxes and Excise offices and Municipal offices.
Single window clearance for building permission for setting up of Industrial Units including grant of electric connection etc., doing away with visit of Police personnel to individuals for passport and other verifications, stoppage of visits of individual officials to Industrial Units for various checkings, online service for application for various exams, jobs etc. have also been recommended.
Various recommendations to bring in financial discipline in expenditure by Government Departments have also been recommended for implementation, so that malpractices in tendering and allotment of works are checked. (JNF)
