Srinagar, Feb 10: The state accountability commission (SAC) has not decided even a single case since 2013. The official website of SAC , www.jksac.nic.in, reveals that the last order passed by this commission was on February 26, 2013. Since then, there are no records and no list of complaints with the SAC. There are no further judgments / orders displayed against any official or the public representative till date. The website displays that last order was passed by the SAC were case pertaining to Wali Mohammad Rather Vs Khem Lata Wakhloo and Ors. In this last case the commission expressed its helplessness in taking suo moto cognizance in any matter. While closing the case, the SAC order reads, "It is abundantly clear that the commission does not have the power under the act and rules made there under to suo moto in absence of the complaint." "In the above backdrop it would not be proper for us to continue with the instant inquiry and therefore the same shall stand closed. The file to go to records," reads the judgment, displayed on website, signed by SAC Member, Justice Hakim Imtiyaz Hussain and the then Chairperson, Justice Y.P Nargotra. Jammu and Kashmir State Accountability Commission (SAC) was constituted under provisions of J&K Accountability Commission Act, 2002. The mandate of State Accountability Commission (SAC) is to inquire into the grievances and allegations against public functionaries that include Chief Minister, Ministers, MLAs, MLCs etc. When SAC was constituted for the first time during PDP-Congress Coalition Government (2002-2008) people had lots of hopes pinned in it. Justice (retired) R P Sethi was appointed as first Chairman of SAC but on 3.5.2006. He resigned from the post of Chairman SAC as he alleged Government's interference in the functioning of the SAC. |
