Home deptt, police at loggerheads over promotion of eligible officers

JAMMU, Feb 10: Resentment is brewing amongst the officers in khaki against the babus of the Home department as more than half a dozen senior police officers of the rank of Deputy Inspectors General (DIGs) and Additional Director General of Police have reportedly been denied due promotions for the last more than one year due to alleged violation of rules by the Home department.
Sources informed Early Times that senior officers in Jammu and Kashmir police are demoralized lot due to hostile attitude of State Home department, which has reportedly trashed the proposal of career enhancement forwarded to it by the Director General of Police.
"Nearly half a dozen Deputy Inspectors General of Police were due for promotion from January 1, 2015 but the Home department denied them promotion on one pretext or the other", sources said.
They further informed that the six DIGs, who were due for promotion from last year, were In-charge IG Traffic Viplav Kumar Choudhary, DIG Rajouri-Poonch Range Johny William, DIG Udhampur-Reasi Range Surinder Kumar Gupta, DIG NKR-Baramulla Garib Dass, DIG Armed-J Alok Kumar and former DIG Rajouri, who retired on the post of DIG, despite being eligible for promotion to next rank.
Sources further said that one ADGP Gopal Reddy, who was on Central deputation and at present posted as Controller Legal Metrology, Hyderabad, was due for promotion on January 1, 2015 but was denied the same.
"During that period, Reddy had reportedly given in written that he was willing to return if promoted instantly. At that point of time, the State Government had failed to terminate Reddy's deputation and promote him as DG but on the contrary, when he became otherwise due for Performa promotion as per Para 2 of General Principals regarding mode of selection for promotion from January 1, 2016, the Government gave him regular promotion, with effect from the date he reported back in the cadre after availing permissible joining time", sources said.
They further said that since Gopal Reddy was due to return on October 31, 2016, he was likely to return only for pensionary benefits, which would not be fruitful for State police.
Sources further alleged that the Screening Committee for Indian Police Service (IPS) promotions, which met last Saturday also, had failed to work out property the permissible vacancies for DGs and IGPs. "Consequently two ADGs Dolly Burman and Naveen Aggerwal who were eligible for proforma promotions and regular promotions respectively were not considered. Under Para 2 of General Principles regarding mode of selection for promotion, it is essential to initiate action to fill up existing as well as anticipated vacancies well in advance", sources said, adding that the rules clearly stated that the vacancies arising due to retirements during the course of year should also be taken into account.
"Incumbent DGP K Rajendera and Gopal Reddy are due to retire in September and October this year, the panel cleared for the year 2016 for promotion to the rank of DG should have also included Dolly Burman, Naveen Aggerwal and VK Singh on account of vacancies, due to arise due to retirements", sources said, adding that while Burman and Aggerwal were of 1986 batch, Singh being of 1987 batch officer would require a relaxation in rules to be promoted as DG in 2016.
Sources further maintained that four vacancies were available in the rank of IG and one more was created by the elevation of Chowdhary as ADGP. "The DPC failed to elevate even a single DIG on the ground that entire batch will be considered when vacancies become available. But this rule was not applied in case of elevation from ADG to DG rank and quoted only to deny Viplav Kumar promotion as IG Traffic", sources said, adding moreover a flimsy argument was doing the round that DIGs would become short if DIGs would be promoted as IGs.
"This argument does not hold much water as senior most SSPs can be elevated as DIGs in their own grade until they become eligible for promotion as DIGs", sources said.
Criticizing the Home department, sources said, the department has so far been unable to clear the decks for graded progression of State cadre police officers of 1999 batch, which in the normal course should have got IPS ranks and become eligible for promotion as DIGs.
