Perform or perish: Vohra to babus

SRINAGAR, Feb 10: The imposition of Governor's rule in Jammu and Kashmir has woken up the babus, who were in deep slumber for quite a long time.
Sources told Early Times that since the day Governor NN Vohra has taken the control top officials have asked their subordinates to prepare a detailed report about the work which they are doing. "Some officers have even asked their staff members to tread a cautious path as the Governor Vohra is ruling the State."
On Tuesday Governor took a serious note of the causal practice adopted by employees in maintaining the records. "It has been observed that files are not being submitted to the authorities in a proper manner. In certain cases, file covers are not changed even after they get worn out," reads a Government order issued by the Additional Secretary to Government, Haris Handoo.
He impressed upon all the Administrative Secretaries to ensure note/correspondence side of the files should be properly page- numbered; pages should be tagged in the file to prevent them from getting torn and the file covers should be changed when required.
Sources claimed since the day Governor Vohra has taken the charge he has expressed dismay over the lackadaisical attitude of the officials on many occasions. "The keenness of Governor Vohra to see everything at place is keeping the officials on toes. He (Governor Vohra) has told the officials that no excuses would be entertained and they have to fall in line to ensure that common masses don't suffer."
The dredging work of river Jhelum in Srinagar has been expedited as Governor Vohra has given an ultimatum to the officials that they have to perform or perish, sources said.
Pertinently, the dredging work of river Jhelum in Kashmir has been going on at snail's pace and people were really upset about it as Jhelum flooded entire Valley in September 2014.
Sources said that most officials are recalling the first and second stints of Governor's rule since 2008. The Governor NN Vohra took the reins of the State in 2008 amidst Amarnath land row. During his first stint Vohra proved that he is a tough and an active administrator.
The Governor had to take control of the State administration for nearly 2 months in 2015 when PDP and BJP were busy stitching the alliance. Now it's for the third time in the past eight years that Governor Vohra has been asked to manage the State as the PDP president Mehbooba Mufti seems to be in no hurry to take over as the Chief Minister.
Sources said the Governor Vohra has made it clear to his subordinates that all the reports should reach to him every evening and there is no chance for complacency.
The Governor Vohra, according to the sources, has told the officials that none of them should assume that they are indispensable and they can do whatever they like. "The Governor Vohra has put the entire system back on track and has made it clear that punctuality and discipline are must," the sources added.
Sources said that in Srinagar, where the official activities had almost come to a halt after Darbar Move to Jammu, the departments have become active again as none of the officials want to take any chance.
Pertinently, the Governor NN Vohra's first five year tenure as Governor of the State was to end on June 25, 2013. However, his term was extended by the Congress led UPA Government on April 27, 2013. Despite change of guard at Centre, the BJP led NDA Government didn't touch the Governor Vohra and asked him to continue.
Vohra, a pass out from Punjab and Oxford Universities, has served in the IAS cadre between 1959 and 1994. He served as Principal Secretary to Prime Minister IK Gujral in 1997-98 and was a member of the National Security Advisory Board from 1998 to 2001 when the NDA Government was in power. He also headed the National Task Force on internal security and co-chaired the India-European Union Round Table in 2001. In between, he also served as director of the India International Centre and was chairman of the IDSA review committee. For his service to the nation, Vohra was awarded the Padma Vibhushan in 2007.
