BJP-PDP Common veil

10 days rethink for BJP is significant as an indicator that government is stranded midstream with issues concerning agreed Common Minimal Program between the two factions. BJP in J&K is an inchoate party burgeoning into power first time and is reluctant to be effectively pulling strings with their parent power in Delhi. It so happens 10 months of experience in government proved the point. They have to refresh agreements of understanding and as a follow up on this PDP has emphasised on totality of any future dialogue to be structured as a first step towards lasting and leveling off relations between people of J&K and the Union of India.
PDP is wrapped in a jinx not only with natural disasters, personal loss, disgruntled ranks within the party but also despairing treatment from the centre. All these factors erode trust with people who elected them to power. If that list is not enough there are cleavages in the coalition as well and people like Professor Hari Om talks about North South divide working against Jammu and advocates partitioning J&K. Warning shots come if BJP (25 seats)) is replaced by Congress (12) and NC (15) to make up the numbers. Jammu will be left out. All India Kashmiri Samaj (AIKS) hold rallies for creations of KP settlements in Kashmir. BJP support their call. The Home Minister also reinforced directions aimed at PDP to find and mark land to settle Kashmiri Pandit migrants, implying in his remarks that PDP was not compliant of CMP commitments or doing enough. There are other issues like AIIMS locations.
All this tirade is set against the truism of the party CMP text or the earlier PDP policy vision document which centered on self-rule for the State and a peace driven future. PDP dispensation on security issues is understood on the basis that there is direct line of command in security services from the centre. They still get blame. Some examples are striking. PDP leadership received censure when Masarat Alam Muslim League activist was acquitted by the court and the release order was signed by the Governor. Home Minister Mr Rajnath Singh at a function in Jammu on 27 May 2015 forewarned that BJP will withdraw from the coalition if they had witnessed Pakistani flags raised at public demonstrations. It appears PDP is under vigil from their own wedded partners. An impasse between PDP and BJP is holding the total nation of J&K hostage and threadbare administration is withering out at its edges.
The Union government is under pressure from many sources and they are bound to pass on the pressure to the State level. Elections imminent in other sensitive states like Assam, UP , Bangal and Kerala has preoccupied BJP and their trump card is the right wing ultra-nationalist policy that will see them through. How can they relent for PDP and take a soft line in Kashmir? This is one more setback for PDP. This kind of political brow beating also termed terrorism will dampen PDP spirits.
What does future hold for PDP lead government? In the pursuit of its program of CMP there will be challenges thrown on thematic issues at every stage, therefore if the local coalition government caves in at each point , then the greater program of reconciliation and reconstruction cannot be achievable. In the name of false jingoism strident net is cast over political dialogue in order to force shut expression of assent and dissent only resulting in a build-up of underlying turmoil. It will be futile to make a show of progress and uplift standard of living.
On the wider scene PDP stand to actively support peace efforts with Pakistan that has intimate relevance to local governance and prevention of death and destruction in Jammu & Kashmir on both sides. It is senseless loss of lives from both countries to be deployed in a battlefield on the 19600 feet Siachan glacier where over 2000 lives were lost without firing a shot. Suffering in Kashmir is written. Therefore CMP of the new government of reconciliation need to make a start at restitution of sufferers of Jammu & Kashmir now rather than leave it to posterity.
PDP cannot govern with trust deficit with BJP either locally or the high command. How can they sit in adjacent rooms in civil secretariat to administer governance when they struggle to agree on basics. This small hamlet of humanity called Kashmir is in complete shambles , be it essential services or basic needs for living as highlighted by TV or Greater Kashmir on a daily basis. Extra-ordinary suffering is borne by ordinary people only and governance is a distance away.
PDP is on hold fire mode. Power hungry members have been warned. Arguments surge for dialogue directed at redeeming lost ground on historical agreements. Pakistan Administered Kashmir is waiting on the other side in vexed unresolved state. There is a dilemma in the demand for revocation of AFSPA in CMP that stipulates its removal from areas where security has improved and that it can be re-introduced when needed. Albeit the utility of AFSPA in basic understanding as an instrument that enforced peace is difficult to explain as in practice operations conducted by forces reveal no prior reference to the manual of laws is made. Removal of forces from civilian habitat will remove laws that empower them.
PDP will need enough fortitude to stand up to a tirade of attacks from nemeses of troublemakers. Any change in the order and the support structure of the government will shake if the Centre is treading on their heels. New hope is perceived with the arrival of the guardian angel BJP General Secretary Ram Madhav on the scene. He brokered the coalition and his good offices will mend the cracks this time round. He may have some goodies in his bag expected to contain anointing portions that will smooth over a way to future.
As events unfolded a strong regional nationalist ethos surfaced in this election and deepened a divide that is still debated. It is apparent PDP do not make a demand to investigate attenuation of A-370 and induction of over 262 peremptory Union laws that have caused its destruction. There is no mention of Delhi Agreement (24th July 1952) that confirmed complete internal autonomy and appellate jurisdiction of Supreme Court and J&K flag. The excessive presence of military and paramilitary forces has impacted life in Kashmir, not only by expansive infrastructure to support its presence, the fallout from its exercises and movements but also the abrasive contact with common people who live in close communion with them. There is the element of vicarious damage which is evidenced frequently. There is no development praise worthy if a comparison is drawn with Gujarat or Hyderabad. They call for funds to progress to a smart city and a vision of restoring Kashmir to its ancient image. In the meantime while we are sorting out fragments of political landscape, people suffer in the purgatory of living a life where essential services are threadbare, communications are ravelled, and healthcare and social security are deteriorating. Let us all hope and pray that the worse is over and governance emerges out of the bog with renewed vigour .
