PHE Deptt skips MIU to escape accountability

Jammu, Feb 11: The Public Health Engineering Department has not constituted the Monitoring and Investigating Unit (MIU) to monitor rural water supply schemes. This has been perceived as a violation of the guidelines of the National Rural Drinking Water Programme..
Sources told Early Times that the as per guidelines, the State Government was required to establish a Monitoring and Investigation Unit (MIU) with technical posts of Hydrologist, Geophysicist, Computer Specialists and Data Entry Operators to work in coordination with Research and Development Department (R&D) cell. They further said that PHE Department knowingly overlooked the directives of the central government allegedly to avoid any accountability on the expenditure of funds involving crores of rupees on these projects.
"The unit was required to monitor quality of the programme at field level and to collect the information viz monthly, quarterly and annual progress reports showing the physical and financial status of the water supply schemes, maintenance of data and timely submission of same to the Central Government, but on the contrary Public Health Engineering Department did not bother to comply with strictures for establishing investigating unit so that timely and quality work be executed which could ultimately benefits the rural populace of the State," they informed. Moreover, the concerned department failed to set up District Level Vigilance and Monitoring Committees which was mandatory to keep track on the ongoing work on various projects under the schemes being carried out across the State, sources informed. Further, as per the programme guidelines the State Government was required to take up the Evaluation and Monitoring studies on the implementation of the rural water supply programme with the approval of the State Level Scheme Sanctioning Committee (SLSSC) and the Department was to take corrective measures in light of these study report but not project monitoring and evaluation activity under the programme was undertaken by the Department, they maintained.
