Land-based-economy to top priority : LAHDC Leh

As envisioned in the Ladakh 2025 - Vision Document, land
based economy, which includes agriculture and its allied departments and livestock development, will be the top priority of the present Ladakh Autonomous Hill Development Council (LAHDC) Leh with a focus on organic produces. LAHDC will make efforts to gradually move Ladakh towards a complete organic region after Sikkim.
Development of Pashmina, produces from Seabuckthorn and local seed production will be encouraged by LAHDC run by Bhartiya Janata Party (BJP) to promote sustainable development.
Chairman / chief executive councilor (CEC), LAHDC, Leh Dr Sonam Dawa told this at LAHDC Secretariat this week while sharing his 100 days in office and achievements thereof. BJP formed 5th LAHDC with Dr. Sonam Dawa as chairman in November last year after it won 18 seats out of 26. LAHDC is aiming to focus on Nubra and Sham regions for horticulture development to encourage entrepreneurs for local produces.
Talking about the welfare of nomads in the eastern Ladakh, Dr Dawa said that the Hill Council has tendered for a new Pashmna De-hairing machine with a daily capacity of 20 kilogram because the present Pashmina De-hairing machine at Leh has a daily capacity of only 10 kilogram.
LAHDC is planning to celebrate the grant of deemed-to-be-university status to Central Institute of Buddhist Studies (CIBS), Choglamsar, Leh, on a special occasion. It called this development a historical achievement for the entire Ladakh region as it would go a long way befitting generations to come.
The Central Government, on the advice of the UGC, had declared that 'Central Institute of Buddhist Studies (CIBS), deemed-to-be-university for the purpose of the UGC Act, 1956, provisionally, for a period of five years under the de novo category.
It has been a decades' old demand of the people of Ladakh cutting across political affiliation. Expressed his gratitude to the Government of India, Councilor Upper Leh Gelong Lobzang Nyantak said that a dream of political and spiritual leader late Kushok Bakula Rinpoche was finally fulfilled. On the request and intervention of Late Bakula Rinpoche, the 'School of Buddhist Philosophy' was given full financial support under the Ministry of Culture by the first Prime Minister of India Pandit Jawaharlal Nehru in 1962.
It was later renamed at Central Institute of Buddhist Studies and affiliated to Sampurnanand Sanskrit University, Varanasi (U.P.)
Executive Councilor for PWD Dorjay Motup said that and amount of Rs 9.34 crors stands sanctioned under Restructured Accelerated Power Development and Reforms Programme (R-APDRP) for improvement Leh town. It was revealed that another 9 crores has been sanctioned under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) which will be spent on development of a parking in Leh. LAHDC said it has issued instructions to the PWD officials to expedite and complete ongoing works on the muti-crore project for beautification of Leh bazaar, taken up by previous LAHDC under Urban infrastructure Development Scheme for Small & Medium Towns (UIDSSMT), so that the town becomes a presentable by June this year.
Dr Dawa said Hill Council has been able to get funds sanctioned for protection bunds for four nallahs and is seeking the intervention of Prime Minister for restoration of about 40 numbers nallahs which have been severely damaged by floods over the years in the district. CEC said the Hill Council was able to get installation of transmission line connecting Leh and Nubra up to Diskit and from Himya to Nyuma sanctioned. Sanctioning of four roads under Central Road Funds (CRF), four Hostels under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) were listed among major achievements. Talking about several constraints LAHDC faces, CEC regretted that many important posts are vacant. The Rural Development department has only two junior engineers (JE) for all blocks in entire the district.
Regarding skyrocketing airfare between Leh and Delhi, which touched up to Rs 30,000 one-way this winter, CEC said he has met the Union Minister for Civil Aviation last month and sought more flights with reasonable airfare between Leh-Delhi sector. According to him the civil aviation has agreed to enhance more flights and there will be as many as nine flights a day between Leh and Delhi from March and the airfare will also be regulated based on flying time. When asked why Deputy Commissioner/Chief Executive Officer's office has still not moved in the premises of LAHDC Secretariat, CEC said he is strongly in favour of having the CEO's office within LAHDC Secretariat for the convenience of the public.
