| After Mehbooba opened her cards centre' can end political uncertanity | | | Though Governor N.N.Vohra has taken total control of various nerves of the state administration people and political parties do aspire for restoration of a elected Government.And that too without going in for fresh elections,notwithstanding the fact that the Panthers Party and the National Conference are vocal advocates of fresh elections.But majority of people in the state continue to be in favour of restoration of a civil administration.And the first choice open is for the PDP and the BJP to reforge the alliance for sharing power for next five years.There could have been a chance for the National Conference to share power with the PDP but if the alliance between the PDP and the BJP was called a meeting between the south and the north poles the alliance between two vocal political rivals,the National Conference and the PDP,could be treated as something impossible and a meeting between the west and the east.Yes,had the numbers favoured the Congress it could have formed a Government in alliance with the National Conference.If the two join hands the two together may fall short by 17 MLAs for achieving the magic figure of 44 required to form the Government.Well hitherto, one does blame the PDP,especially its Chief,Mehbooba Mufti,for adopting delaying tactics to have a pound of flesh from the BJP.But the PDP is not to be blamed because it had formed the alliance for forming a coalition Government under the hope that Prime Minister,Narendra Modi would fulfill basic needs mentioned in the "Agenda of Alliance" a sort of a common minimum programme.
The most important points in the "Agenda of Alliance" were returning of Salal and Uri hydro- electric projects, two smart cities, package for flood victims, peace process with Pakistan and dialogue with Hurriyat.Last year when Prime Minister Modi announced Rs. 80, 000 crore package in Srinagar and snubbed PDP leadership for giving him suggestions on Kashmir Mufti Sayeed , people in general and PDP in particular were highly disappointed not only with his remarks but also with the quantum of aid.Though PDP praised the so called package but covertly they were dismayed by the quantum of aid that was meant for flood victims.There was no mention of return of two power projects and extra funds for the generation of hydro electric power in the speech of Modi.Neither flood victims got due share in the package. Most of the funds sanctioned in the Rs. 80, 000 crore package were for those projects which were already approved during the UPA rule.PDP leadership had finally realised that Modi government had ditched them on all the issues which had been promised to them before the formation of government.
The sudden demise of Mufti Mohammad Sayeed gave them a golden opportunity to rethink on the alliance or apply pressure on New Delhi to give written assurance on the agenda before forming the government again.Mehbooba Mufti has already opened her cards and has conveyed to the centre what she wants before she agreed to take the oath as Chief Minister.It is for the BJP led NDA Government to consider whether it was possible for it to implement all the demands of Mehbooba or part of them.In fact if the state has been in for a dose of political uncertainty it is because of the delay on the part of the central Government in conceding several demands of Mehbooba Mufti.Mehbooba knows it fully well that formation of a coalition Government had caused severe erosion in the PDP vote bank which was responsible for the PDP bagging all the three Lok Sabha seats in the Kashmir valley and emerging the largest single party by winning 28 Assembly seats,25 from the valley and three from the region of Jammu thereby causing a severe dent in the vote bank of the National Conference.Though the voters in Jammu and Kashmir had given their verdict for a hung Assembly,they had definitely voted for the PDP,in the valley,.and for the BJP in the Jammu region.This way if Mufti Sayeed wanted to share power with the BJP for promoting regional balance he was not wrong.It is,therefore,manadatory on the part of his daughter Mahbooba to fulfill the desires and dreams of Mufti Sayeed. |
