Union Budget holds key to Govt formation in JK

SRINAGAR, Feb 12: The upcoming union budget is being viewed very keenly since it may lead to breaking of ice between Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) and lead to the formation of government in the state.
Sources told Early Times that union finance minister Arun Jaitley may announce some sops in the budget for Jammu & Kashmir so that the ice is broken between the former coalition partners in the state. It is quite possible that the announcement of the sops may lead to government formation.
"PDP President Mehbooba Mufti has been demanding that some sops should be announced before she takes oath as the new chief minister of the state. The modalities of the likely sops would be decided soon and as such it would lead to government formation in Jammu & Kashmir," said sources.
Sources said that Government of India is also seriously thinking over the demand of handing of the National Hydro-electric Power Corporation (NHPC) power projects to the state. They said that BJP like PDP fully knows that they cannot remain away from the power after getting unprecedented mandate from Jammu division in 2014 assembly elections.
"Mehbooba wants something positive from New Delhi before she dons the mantle of chief minister of the state. She knows it fully well that taking charge at this point of time without getting anything in return would be suicidal for the party. This is more so when the PDP has been advocating for some confidence building measures," said sources.
It would be in place to mention here that Jammu & Kashmir is without an elected government since January 7 following the demise of then chief minister Mufti Mohammad Sayeed. Since the PDP-BJP coalition did not stake the claim for the government the state was put under Governor's Rule on the next day.
"Both PDP and BJP are in Catch 22 situation and they cannot afford to sit out of the government after getting huge mandate from Kashmir and Jammu divisions respectively. Both the parties would like to consolidate the gains made in the 10 month rule of PDP-BJP and avoid the controversial issues for a long lasting relationship," said sources.
Sources said that PDP and BJP leaders have almost agreed in principle that they would be guided by the principles of good governance and avoid the 'tricky' matters. They said that leaders of the two parties have been advised not to talk on the 'controversial' issues so that there are no further hiccups or roadblocks in the renewed coalition agreement between the two parties.
