Students, parents see irregularities in evaluation

Srinagar, Feb 13: The Kashmir province students of class 10th and 12th whose results were recently declared by the Jammu and Kashmir State Board of School Education have contested the veracity of evaluation saying the JKBOSE authorities were unwilling to issue photocopies of the answer papers.
Thousands of students and their parents who have been visiting the JKBOSE office at Bemina here with complaints of gross irregularities said initially most of them had applied only for the re-evaluation of the subject papers, because the combined fee for re-evaluation and photocopy was "exorbitantly high."
A student has to pay an amount of Rs 180 per paper to get photocopy of answer script while as fee for re-evaluation is Rs 355 per subject. This means if a student is not convinced with the marking of all the five papers, he or she has to shell out around Rs 3000.
The parents said in a bid to save some part of their hard earned money, they didn't opt for photocopy of the answer sheets as the rate prescribed by the JKBOSE was too expensive, almost ten times more than the open markets. "Asking for photocopy of every paper would be extra burden of over Rs one thousand on we the poor people, so we thought why not to only pay for re-evaluation," said a delegation of parents.
The complainants, however, said they got a shock of their life, when some of the students who could afford to buy photocopy of their answer sheets discovered gross irregularities in the marking. The Board announced the class 10 results on January 10 showing a big number students as "Re-appear." One of the students, Umar Fayaz Lone, of Public Higher Secondary Tujer Shareef in Sopore was shown re-appear in Urdu subject. Umar was accorded 16 marks, E2 grade, in Urdu.
When Umar applied for photocopy of his answers script, he was shocked to see that he had actually secured 76 marks in the paper. Revelations like these raised doubts in the minds of students as many of them now wanted to apply for the photocopy of their answer sheets. But by now the last date for applying the photocopies was over. The aggrieved students and their parents subsequently started protesting in the JKBOSE office that they be given extra time to apply for the photocopy.
"This is sheer negligence on the part of the JKBOSE officials. Why cannot they extend the date to apply for photocopy," the parents said. But sources said the JKBOSE authorities thought it would be "suicidal" to extend the date for issuance of the answer sheet photocopies as the same would "open Pandora's box of troubles." "The more the cases of irregularities would come to public domain, bigger would be the embarrassment for us… So to dilute the issue, the officials said only date of revaluation of the papers be extended," said a senior official in the J&K Bose pleading anonymity.
Subsequently, last week the JKBOSE authorities extended last date but only for evaluation. This has left the students and their parents fuming. "We have already applied for re-evaluation... We now want photocopies because we don't trust the JKBOSE authorities anymore," the complainants said.
They said they wanted to personally approach the Chairman JKBOSE Zahoor Ahmed Chat but he was inaccessible. "We even tried to contact him even in the Jammu office but he was not available there as well. How can the authorities be so indifferent towards the career of our children," the parents shouted. Despite repeated attempts the JKBOSE Chairman didn't respond to phone calls. When contacted his PRO Showkat Usman tried to downplay the matter. "Basically we have extended the last date for those who had already applied for the photocopies and nobody else," the official told Early Times.
When told that given the gross irregularities, many of those who had not applied for photocopies now want the same, the official had no convincing reply.
Meanwhile the aggrieved have appealed Governor NN Vohra to personally look into the matter and direct the JK BOSE authorities to extend last date for issuance of photocopies of answer sheets. "The government must equally hand over the case to State Vigilance Organization to probe as to why papers are not evaluated properly in the first instance," said a delegation led by a prominent lawyer. He said the JKBOSE was resorting to injustice with the student community. "It needs a high level probe so that those who play with the career of our children are given exemplary punishment," the delegation said.
