NRDWP scheme for drinking water remains confined to papers in Nowshera

Jammu, Apr 5: National Rural Drinking Water Programme (NRDWP) scheme launched by the government with the objective to provide drinking water to the people residing in the rural areas has failed to take off in of Nowshera Tehsil in Rajouri District as residents of the area are longing for safe drinking water.
The sources informed Early Times that most of the areas of Nowshera Tehsil are inaccessible due to tough terrain with very few sources of drinking water being dry area and the people are eagerly awaiting government schemes that could avail safe drinking water to them.
A document available with Early Times divulge that Public Health Engineering Department Nowshera has issued statement of progress under NRDWP in various schemes launched for making available drinking water in the rural area. Taking a cue for two schemes as per document for villages Panhar, Rabukot and Ranthal falling in Kalakote constituency under general category, an amount of Rs. 137.70 lac and Rs. 245.01 lac were estimated cost of water supply scheme respectively. As against these estimates, an amount of Rs 4.85 lac was released upto ending 2015 and expenditure shown was Rs. 4.84 lac, but startlingly, there was no indication of name and location of work executed on ground in or around Village Panhar. For villages Rabukot and Ranthal an amount of Rs. 4.95 lac was released upto ending 2015 and expenditure shown was Rs. 4.81 lac without mentioning the name of work which hints at discrepancies in implementation of the scheme on ground. It was interesting to observe from the progress report that till 1-4-2015, total of 25.50% of expenditure has been shown as against the cost of 136.70 lacs and Rs. 245.01 lacs for these three villages sans details of works implemented on ground vis-à-vis expenditure shown ending 10-2015.
A local man Mohd Gulzar alleged that no work has been executed on ground in the area with people of village hankering here and there for drinking water.
Expressing their dismay and strong resentment against the working of the department, the villagers urged upon the new government to hold an independent inquiry into the irregularities allegedly committed by the PHE deptt in implementation of the NRDWP scheme on ground so that the facts are brought to surface to stop the tendency of looting of govt exchequer, if any, so that the rural population gets drinking water facility for which the National Rural Drinking Water Programme has been framed by the Government.
