Plight of Jammu: Revisiting BJP's vision document
A saga of broken promises

JAMMU, Apr 16: An anti-BJP wave is sweeping across Jammu province. People of the region are feeling cheated, humiliated and badly let down. Many are bemoaning their decision to vote for the BJP both in the 2014 Lok Sabha elections and Assembly elections. In fact, they are saying that they sealed their fate themselves by trusting the BJP and voting for it and accusing the BJP of going back on all the promises that it held out during the election campaign and through its vision document.
Are the charges of the people of Jammu region valid? Yes, their charges are valid. The vision document of the BJP had, inter-alia, promised cement factory in Basohli area; Pt Prem Nath Dogra Women Economic Empowerment and Welfare scheme; property rights to children of daughters of the state married outside the state with non-state subjects; Dogra certificate to eligible youth; University of performing arts; free of cost education to children of economically weak scheduled castes, backward classes and scheduled tribes; empowerment of the Chopan community and similar other neglected communities; 6 per cent vertical reservation for ex-servicemen and martyrs' families; exemption of VAT on goods sold through CSD canteens; veterans' cell in the state home ministry; citizenship rights to the refugees from Pakistan; abolition of the Custodian Department and allotment of the evacuee property to the occupants of the said properties; allotment of 5 marla plots to border residents in the safe zones in the rear; reservation of five seats for the POJK refugees out of 24 left vacant in the assembly for POJK and three for displaced Kashmiri Hindus out of 46 seats earmarked for Kashmir Valley; and holistic and inclusive development of all the three regions - Jammu, Kashmir and Ladakh.
Believe it or not but the fact of the matter is that the BJP has not fulfilled any of the solemn promises it made during the election campaign and through its much-publicized vision document. The truth is that the BJP threw its vision document into dustbin and hatched a conspiracy against Jammu to exclude Jammu from the cabinet and council of ministers, as also from the governance of the state. Not only this, the BJP willingly became a party to all the anti-Jammu decisions which were taken by the state government of which it was a part in 2015. The worst part of the whole situation was its complete U-turn on such important issues as state flag, cow killing and beef eating laws, imposition of service tax or Jazia on Hindu religious places.
The prevailing discontent in Jammu region needs to be viewed in this context. Indeed, the BJP has betrayed the trust of the people of Jammu region. It was no wonder than that no one in Jammu burst crackers when the BJP again became part of the PDP-led coalition government on April 4.
