| Chatta-Sunjwan land scam: Rev secy appears before HC, directed to file updated status report | | | Early Times Report
jammu, Apr 28: In the Chatta-Sunjwan land scam, a high court division bench of Chief Justice N Paul Vasanthakumar and Justice Dhiraj Singh Thakur has granted three weeks time to revenue secretary Afzal Bhat, who appeared before the court today, to file an updated status report after getting the relevant information from Divisional Commissioner, Jammu, and Deputy Commissioners of Jammu province.
The bench had on April 26 last expressed displeasure over delay in finalising the matter with regard to alienation of land measuring 724 kanals in contravention of the land rules wherein the SDM, South Jammu, had submitted his inquiry report to the revenue secretary. The Revenue Department had pointed out three discrepancies in the inquiry report. The Divisional Commissioner, Jammu, was directed to request all the Deputy Commissioners of Jammu province for furnishing the details of land held by M/s SRK Associates so that the issue was finalised.
After hearing the counsels for the parties, the bench perused the fresh status report filed by the Revenue Secretary wherein he had sought four weeks time to submit the requisite information in the matter after getting information from the divisional commissioner and DCs. The bench, however, granted three weeks time to the secretary to do the needful by filing the updated status report.
The bench also exempted the Revenue Secretary from personal appearance in view of the filing of fresh status report by him and also the miscellaneous application seeking exemption from personal appearance.Another status report filed the revenue secrerary apprised the court that vide government order No 44-Rev(S) of April 1, 2016, Regional Director Settlement and Survey, Jammu, had been appointed as Inquiry Officer to fix the responsibility and identify those who had actually tampered the revenue records of Sunjwan as pointed out by the divisional commissioner. The status report further says that the inquiry officer had been asked to submit his findingswithin 15 days.
The senior AAG also filed status report on behalf of the Crime Branch wherein it was submitted that during the course of inquiry vide the March 22, 2016 signal No 5306 and April 22, 2016 signal No CBJ/AH/16/7017, the matter was taken up with DC, Poonch, and SDM, Mendhar, to arrange the presence of then Assistant Commissioner (revenue), Jammu, Sher Singh who was a member of the committee which carried out the demarcation of land falling under Khasra No 1442 situated at Sunjwan Chatta. In the status report, it was also submitted that vide April 12, 2016 office letter No CBJ/AH/16/6705-07, DC, Jammu, was also requested to provide detailed report and copies of the khasra girdawaries in respect of the land falling under khasra No 1442 measuring 20 kanals 12 marlas since 1952 till date including other records pertaining to the land.
The report says that verification was still under progress and some more persons acquainted with the matter had been summoned for questioning besides the remaining records were yet to be collected in order to ascertain as to how and why the nature of land with regard to ownership was changed so that the instant verification could be concluded on merits at the earliest.
