Indo-Pak talks fail to make any headway | | | As was expected the talks between India and Pakistan seem to have borne hardly any positive results.In fact the two-hour talks between India's foreign secretary S.Jaishankar and his Pakistani counterpart, Aijaz Ahmed Chaudhary, seem to have not helped the two sides to break any ice not to speak of normalizing ties between India and Pakistan. It was amazing that when Jaishankar was closeted with Chaudhary Pakistani Army assisted group of militants in crossing into the Kashmir valley from across the Kupwara sector. It is a known habit with Pakistan that whenever bilateral talks are proposed to be held or a meeting is scheduled between two Prime Ministers Pakistani troops either resort to ceasefire violations on the LOC and on the IB in Jammu and Kashmir or push groups of militants into Kashmir or incite separatists to trigger trouble in the valley. These acts do provoke India but New Delhi has so far remained calm and composed and has always voiced its support for reopening the channels of dialogue with Islamabad. The much-anticipated talks between the Indian and Pakistani Foreign Secretaries have failed to make headway on the Comprehensive Bilateral Dialogue, with both sides trading allegations.Foreign Secretary S. Jaishankar conveyed that Pakistan cannot be in denial on the impact of terrorism on the bilateral relationship. Terrorist groups based in Pakistan targeting India must not be allowed to operate with impunity after the nearly two-hour meeting on the sidelines of the Heart of Asia Senior Officials Meeting.The Pakistan delegation, led by Foreign Secretary Aijaz Ahmad Chaudhary, alleged that Indian intelligence agencies were responsible for the unrest in Balochistan, and Jaishankar "firmly rebutted" the charge.The meeting between Chaudhary and Jaishankar was the first after the January 2 Pathankot attack.It came within weeks of Pakistan High Commissioner saying that the Comprehensive Bilateral Dialogue was "suspended." The discordant notes began playing out minutes after the two sides convened at at North Block, when the Pakistan officials began releasing details of the meeting and photographs on their official platforms seen as violating diplomatic protocol Issues of terrorism and Kashmir kept both sides from taking a common position and there was no joint statement at the end of the meeting. While Pakistan supported the CBD, India made no mention of the dialogue process.India's Foreign Secretary emphasised the need for early and visible progress on the Pathankot terrorist attack investigation as well as the Mumbai case trial in Pakistan, The strongest comment, however, was made by Pakistan when the visiting Foreign Secretary described Kashmir as the "core issue", echoing Pakistan's traditional position on the dispute.He wanted to remind India that it should honour the UN resolution on Kashmir without having realized that even the top brass of the United Nations had described these resolutions as obsolete. But Pakistan should understand that besides Kashmir there are many other issues that increase tension between the two sides but Islamabad wants Kashmir issue to be settled first and latger other issues be resolved.And India is determined not to yield to any Pak pressure on Kashmir.Yes Pakistan has to promote an atmosphere which could be conducive for sustained bilateral process of dialogue but instead of doing so it does provoke India which New Delhi does not. |
