Biometric attendance adds to woes of stranded employees in Srinagar

Srinagar, Apr 28: While the traffic jams are worsening in the wake of the closure of the arterial Jahangir Chowk Ram Bagh road in the summer capital here, thousands of office-goers, who remain stranded on the roads for hours together, have complained that biometric attendance has only furthered their woes.
The complainants said on one hand their precious time goes unduly waste in traffic jams, while on the other the authorities have intensified the drive of ensuring attendance on the biometric system, which takes thumb impression or retina scan of the staffers.
A delegation of school teachers said for the last two days they couldn't make it to their duties in time and that their coming late has been treated as "full day absent by the biometric system." "It took me three hours to travel half an hour distance. How am I to be blamed when the administration is itself responsible for the traffic jams," said a teacher leading delegation of her staff members.
The teachers of government schools in particular accused the Directorate of School Education Kashmir of resorting to revengeful tactics in the name of punctuality during traffic mess.
"The department has constituted special squads to keep check on teachers coming late. This exercise holds no weight when the government is responsible for the traffic mess," the government employees said.
Similar complaints were voiced by employees of other departments. Since April 27, when the Divisional Commissioner Kashmir DrAsgar Hassan Samoon got the JCRB route closed for traffic, Srinagar has been facing worst ever traffic jams.
The diversion route as devised by the administration has proved disastrous for the commuters. The traffic to south city is being diverted via Batamalloo where from a bus stand needed to be relocated, for smooth flow of traffic.
"But in bid to please some politicians he (Div Com) avoided relocation of the bus stand and got the traffic diverted via the already congested route," admitted a top official, asking not to be named.
The diversion is so "improper" that the vehicles are being made to ply via Batamaloo-Mominabadroute which has been already dug up for construction of drain. A doctor who phoned 92.7 Big FM studio complained that he had been stranded for over two hours near Tengpora and that patients had been waiting for him at hospital. Scores of ambulances were also seen stranded.
The traffic police, already staff-starved, is unable to manage traffic via dilapidated road network, while roadside encroachments have added to the woes. The Inspector General of Police, Traffic ShafqatWatali has already admitted that there were "some lacunas" in the system and would be rectified in the coming days.
The government employees said amid chaos on the roads, they were taken hostage in the name of attendance.
Talking to Early Times, Employees Joint Action Committee president said it was a serious issue. "Mismanagement of traffic has taken Srinagar hostage. The government should overcome the traffic mess before emphasizing on biometric system. Though we should think globally, we should not act globally without preparedness," EJAC President Abdul Qayoom Wani said.
Agreeing that coming late to office was not acceptable, he said in the given mess there needs to be some relaxation. "We the employees appeal Chief Minister Mehbooba Mufti Ji to personally look into the matter," he said.
