Playing politics with autonomy demand

Once again the National Conference has voiced support for autonomy for Jammu and Kashmir. It is done once again even after its resolution adopted by the state Legislature,which was sent to the centre for approval,continues to pile dust.Despite the fact that the ruling PDP,the separatists including Syed Ali Shah Geelani and Molvi Umar Farooq berate the National Conference for raising the autonomy demand whenever it is in the opposition or whenever it has lost power.But in 2000 when the state legislature adopted the autonomy resolution it was in power and occasionally it has been raising the autonomy demand whenever it finds its vote bank suffering from some erosion.Otherwise when in power or out of power the National Conference should stand adamant on securing greater autonomy for Jammu nd Kashmir.It is something else that without financial autonomy political autonomy is a meaningless affair.Imagine a state like Jammu and Kashmir has been banking on over 80 per cent financial aid from the centre for its plan and non-plan activities which includes payment of wage bills to its employess.If this is the situation what is the use of securing greater autonomy. Autonomy is imperative for upholding political dignity and rights of people of Jammu and Kashmir, the National Conference has said and batted for continued dialogue between India and Pakistan for sustained peace in the region. In a resolution adopted at an eight-hour long Central Working Committee (CWC) meeting, presided by party president Farooq Abdullah and attended by Omar Abdullah, general secretary Ali Mohammed Sagar and other senior leaders, the NC asserted that autonomy was the core of the party's political agenda and its stand is loud and clear. The NC's Chief Spokesperson said that the CWC stressed the need for continued dialogue between India and Pakistan, saying it is the only way forward towards restoration of sustained peace in the region. The sustained dialogue can open window for all the problems between India and Pakistan, including issue regarding Jammu and Kashmir," the CWC resolved in another resolution, stressing that uninterrupted dialogue process should continue in the larger interests of the people of both the countries Yes there has been slight erosion in autonomy that had been granted to Jammu and Kashmir.And if various central laws were applied to the state it was done after the approval of the state legislature.When the state is covered by Article 370 does the state,which banks on funds from the centre,expect some major change in its political and economic scenario in Jammu and Kashmir ?Possibilities seem to be quote bleak.The state has a separate constitution and the flag.The term of the state Assembly is six years when the tenure in other states is five years including that of the Lok Sabha with an elected Governor, that too a citizen of the state,prove more impartial than the one chosen by the President of India ? Doubts persist because most of the Governors,nominated by President of India,have been more impartial than the local citizen. If the state secures greater autonomy will it resolve the problems of unemployment and energy crisis.On one hand the state seeks additional funds from the centre for purchasing additional power from the National grid and under greater autonomy what right Jammu and Kashmir State has? For building new power plants, the state needs funds from the centre. For getting two power projects, Salal and Baglihar restored to the state, the state Government needs tones of money for running and maintaining these projects. And the state has to seek funds from the centre. If it is so what is the rationale behind the demand for greater autonomy.Will people vote in favour of NC's demand. One is suspicious. Because it failed to win majority in 2002, 2008 and 2014 elections when the NC"s poll manifesto carried autonomy demand. In 1996 it won majority but then the party was silent on autonomy demand. People have seen through the game. Enough is enough is a sermon for NC gentlemen.
