Anantnag, Apr 29: Instead of taking action against those, who have made illegal appointments in health department, Kashmir, the authorities concerned are alleged to be paying salaries to 2126 of the fake appointees. The recruiters too continue to enjoy prize postings. In 2012, Directorate of Audit and Inspections, Finance Department, had pointed out 2274 illegal appointments across the valley. Law and parliamentary affairs department, vide order No HD/Legal/NG/ MR-154/2014-M of August 29, 2014, also revealed that 2274 employees were illegally appointed and vide order No HME/HRM/04/2013 clearly terms them illegal. However, just after three months, the department released the salaries of 2116 of the 'illegal' and 'fake' appointees. Illegal appointments, as pointed out by Audit and Inspections, Finance Department, were 216 in Srinagar, 259 in Budgam, 83 in Pulwama, 160 in Bandipora, 97 in Ganderbal, 153 in Kupwara, 190 in Kulgam, 81 in Shopian and 509 in Baramullah. Anantnag district in South Kashmir topped the list with 526 fake appointees. Official sources said for 'unknown' reasons, some seniors in the department released their salaries through health commissioner's letter No HME/HRM/O4/2013 of March 25, 2013 and Director Health Services letter No DHSK/Est-II/NG/390-408 of March 26, 2013. "The District Level committees have recommended that government may take a holistic view in such cases keeping in view the long tenure of services of the appointees," says Kashmir health director's letter which he had addressed to health commissioner on February 21, 2013. Early Times has a copy of this letter in its possession. However, 133 of the allegedly fake appointees were not being given salaries. 25 of them were also said to be receiving salaries now. On the other hand, those, who had made 'fake' appointments, continue to enjoy prize postings. Seven of them were awarded prize postings in September 2015. One of them was attached to the office of CMO, Anantnag, on the charge of having fraudulently appointed his own wife. |
