Let Mehbooba ensure curtailing wasteful expenses

Well it is for the first time that the
opposition leader, Harsh Dev
Singh, chairman of Panthers Party has lauded Chief Minister Mehbooba Mufti for having directed senior bureaucrats to make themselves accountable and transparent by disclosing the purpose of their visit to areas outside the state. Harsh has also demanded that the bureaucrats should disclose the venue of the meeting and the people with whom the meeting was held. Well Harsh Dev is right when he says that even the ministers should be made accountable and transparent. He has a valid argument and citing a reply to one of his RTI's. Harsh has stated that during last one year several ministers visited various states, including Goa, Benglaru, Dehradun, Kerala and other hill stations on public expenses. In fact whatever money these ministers had spent was drawn from the state Exchequer which is simply a waste of money and that too when the state of Jammu and Kashmir is faced with the problem of financial crunch. Whatever money was spent on their tours could have been utilized on various development projects including schemes which would have improved power generation in the state.
Well Harsh is right when he has sought Mehbooba's intervention in including ministers in the list of top bureaucrats who re supposed to divulge the purpose of their meetings and the venue of the meetings so that the screening committee and the GAG could feel satisfied. Yes Mehbooba has powers to direct senior bureaucrats for explaining to the concerned authorities the purpose of their visit to areas outside the state. But is she accountable for the lapses which ministers have allegedly committed a year ago. Mehbooba has taken the oath as Chief Minister on March 4 and this way her ministry is less than two months old. How is she responsible for omissions and commissions done by those who were members of the council of minister which was headed by Mufti Mohd. Sayeed. Well as Chief Minister she has the right and responsibility of digging old skeletons out of the wardrobes of former ministers. This she can do by appointing a team of judicial officers who would be assigned the task of clearing the dust on issues related to misuse of powers and finances by the ministers.
Mehbooba, like her father, is committed to give a clean, transparent and accountable Government. Well misuse of Government funds and power falls in the category of lack of accountability and transparency. If Mehbooba is certain to remove these cobwebs then she should start the process of holding an enquiry against those ministers and bureaucrats who had, from time to time, misused Government funds on their TA/DA. Harsh has to be believed when he holds a team of ministers responsible for visiting Kishtwar by air to attend a wedding ceremony. Well it is a serious lapse. Let Mehbooba find out whether the ministers went to Kishtwar for attending a marriage ceremony? If it was true who had paid the bill for the helicopter which carried some ministers to Kishtwar?
This would unearth a major scandal and also testify the veracity of the statement made by Harsh Dev Singh.Well one needs to find out whether the ministers had gone on sight seeing to Kerala, to go or to Dehradun. Yes, Harsh is right when he says that visiting Jammu, Kashmir and Ladakh is understandable for the bureaucrats and ministers but unless there is some specific meeting to be held at Dehradun or Goa they should inform the Chief Minister and seek her permission. If it is done it can save a lot of money which is being spent on extraneous things. First of all, let Mehbooba devote her time to resolve the problem of energy crisis and unemployment and later she can attend to other less important aspects of Governance.
