Kashmir is caught in mael strom of separatist forces and non-sectarian block. On one side people in Kashmir reeling under constant mental trauma and agony, due to protests, demonstrations and killings being witnessed almost every day. And people have been forced to live with the given situation. How long will it prolong remains unanswered question. While on the other hand people continue to seek out relief under democratic system available to them. In earlier days, such public demonstrations were mostly confined to city area of Srinagar, mainly down town area on Fridays. But, now these demonstrations against insignificance issues, have taken a new way of pelting stones, which spread like wild fire very systemically from North to South, giving sleepless nights to law forcing agency. It is well researched fact that Kashmiris believe in rumours and act swiftly accordingly. Recently, in Handwara violence, erupted following the allegation that teenage girl was molested by security person which later proved wrong. Before quick action could quell the agitation, the tempers went high in the whole adjoining areas within the proximity and army banker was also set on fire. It was all due to rumours. Irony of the situation is that separatists do not leave such opportunity to exploit such incidents for their own set agenda. Mainly, APHC (M) or APHC (G) and other separatist leaders, all non representatives of people of Kashmir ,instead of giving relief add more miseries to people's life when security forces try to maintain law and order. Unfortunately, there is lack of persuasion from Delhi for non-sectarian block which is silent but they keep close watch on developments. When APHC (All Party Huriyat Conference) opened its office in national capital, New Delhi in 1994 was under well designed plan to involve Human Rights Groups, Amnesty International activists and noted journalists in their wicked gambit. Moreover they could manage easy access to Pakistan high commission to get time to time directions with regard to their movement and direct approach to foreign ambassadors and diplomats in Delhi. However, APHC office was closed down by government, but damaged was already done to Indian policy. In making the stature of APHC by Pakistan was and is with definite design keeping subversive elements well equipped to bleed Kashmir. Pertaining to Kashmir issue, UPA and NDA subsequent governments diplomatically have cultivated APHC, a strong bidder for the settlement of Kashmir issue in last three decades. Politically APHC has acquired a third party position to Kashmir problem, trying to turn bilateral issue as per the Shimla Agreement of 1972 between India and Pakistan to trilateral. On the political process level, Indian government had been installing functional democratically elected self government in the state to ensure basic rights and liberties to the people in the state. Coalition of PDP and BJP government headed by Mehbooba Mufti was formed on 4th April in J&K state, after long persuasion and negotiation between two parties at highest level. All said and done, the current dispensation of BJP -PDP, though of different ideology, is likely to yield political dividend as observed by political scientists. Expectations are very high from Mehbooba Mufti who has having her ears close to ground provided centre supports her wholeheartedly. She the first women chief minister of Jammu and Kashmir State only after calibrating the political situation within her party PDP and allied partners decided to take over the reins of the state. |
