Ignoring orders, CEO Kathua compels teachers to submit job forms personally

jammu, May 2: The internal functioning in School Education department headed by Education Minister Naeem Akhter, has come under serious question as neither teachers nor the officials in Chief Education Office (CEO) Kathua have any reliance over its functioning, due to which teachers applying for jobs, have been asked to personally submit their forms in Director office Jammu rather than sending via proper departmental channel.
Moreover, such oral dictates by the officials in CEO office Kathua were also in contravention to circular issued by Director School Education Jammu, restricting the visits of teaching fraternity without proper permission to Jammu office.
Teachers working in various schools of district Kathua, who have been applying for posts of Plus-2 lecturers' informed Early Times that officials at CEO Kathua have been treating badly with the teachers. "The officials refused to take forms and overtly asked the teachers to submit forms in Director's office Jammu personally", a teacher pleading anonymity said, adding that a teacher has to get his form attested by Principal, then ZEO, then CEO and finally to Director office.
"A teacher has to take classes and as all these departmental works are to be done by a teacher, he/she will definitely skip classes for few days. Earlier, we thought that forms will be submitted in CEO office but in CEO office, there is none to take care and the officials are abandoning their responsibility", the teacher said, adding that if a teacher posted in Bani has to submit form, atleast three or four days would be wasted and also the studies will suffer.
Another teacher said that in all other districts the forms were forwarded through departmental channel.
"On 29rd of March, CEO Kishtwar had suspended a master for approaching Director office without proper permission and now as per orders of CEO office Kathua, we have to move to Director office without any permission and if we will be suspended, who will take responsibility", he said, adding that it seemed that the departmental machinery has crippled, which was very worrisome.
CEO Samba OP Bhagat, CEO Rajouri Altaf Hussain said that the forms have been forwarded through proper departmental channel as on routine basis the forms were forwarded to Director office along with departmental post.
CEO Kathua, Balbir Singh said that on the personal request of applicants, forms have been given to them for personal submission. "In good faith we are permitting them to submit forms personally in Director office", he said.
The version of CEO raised a question mark over the internal working of system. "If we will forward the forms through department, it will may take 3-4 days to reach forms in Director's office. To avoid any risk, these aspirants directly go to Jammu and we are allowing them in good faith", he said.
Instead of mending ways, the CEO in an arrogant tone said, "Tomorrow I will issue an order and will not allow any teacher to go personally to Director office, after which if there will be protests, then we will see".
An official in Director's office said that the forms should come through proper channel and not personally by the candidates.
